The project is invested and built by the Ho Chi Minh City People's Committee, an important milestone in the process of completing the modern cultural institutional system, contributing to affirming the city's position as a leading cultural and artistic destination in the country and Southeast Asia.
The project is assigned by the Management Board of Investment and Construction of Civil and Industrial Works - the unit that directly organizes the implementation.
The project was approved on October 31, 2019 in Decision No. 4707/QD-UBND of the Ho Chi Minh City People's Committee. Construction started on April 25, 2023, and the tops were removed on September 6, 2024. After more than two years of construction with guaranteed progress and strict quality control in each item, the project has now been basically completed.

Ms. Tran Thi Dieu Thuy - Vice Chairman of the Ho Chi Minh City People's Committee said that this is a big project, a correct policy, demonstrating the concern and determination of the Party and State in improving the cultural and spiritual life of the people of Ho Chi Minh City in particular, people nationwide and international tourists in general. At the same time, the project also opens up favorable conditions for the art industry to have new directions, develop and contribute.
In order for the Phu Tho Multi-purpose Circus and Performance to soon be put into operation, promoting investment efficiency, becoming a destination attracting domestic and foreign audiences, the City leaders requested the Department of Culture and Sports to assign beneficiaries to urgently complete the project, strategy, plan along with synchronous, long-term and comprehensive solutions.
The main goal is to attract audiences to the theater, creating an attractive environment for artists to boldly commit, while building a mechanism to support cultural and artistic organizations to research and explore sustainable development directions, serving the audience as the final destination.
In parallel with the project, it is necessary to build a management and operation model with a team of management personnel strong enough, with skills, knowledge, and experience to meet the requirements of work and operate modern machinery and equipment systems. This is an important factor to avoid wasting opportunities and social resources when exploiting the project.
In addition, it is necessary to promptly report and propose solutions to problems beyond the authority. The Civil and Industrial Affairs Committee is also assigned to continue to arrange personnel to support beneficiary units during the transfer and operation stages; ensure that machinery and equipment always work well, immediately correct technical and construction errors during the construction warranty period.
Mr. Tran The Thuan - Director of the Department of Culture and Sports of Ho Chi Minh City said that Phu Tho Circus and Multi-purpose Performance is an important milestone in the construction process, demonstrating the attention and efforts to open a new operating program, maximizing the operational efficiency of the project. At the same time, this place will also be a center for international training, coaching, cooperation, expanding cultural exchanges, contributing to enhancing the position of Ho Chi Minh City on the regional map.
The project is expected to become an important driving force to promote the city's cultural industry development strategy.
Phu Tho Multi-purpose Circus and Performance Theater is located on Lu Gia Street, Phu Tho Ward, in Phu Tho Sports - Cultural Complex, with a land area of 10,000 m2. The project has a total investment of 1,395 billion VND, classified as Group A, level I, including 2 basements and 12 upper floors, 57.5 m high. The total floor area is nearly 29,500 m2.
