After 7 years of operation, National Highway 1A, the Ninh Binh City bypass section (now Hoa Lu City) has only handed over a part to Road Management Area I for management and maintenance. Many items of this route are still unfinished, and the investor is coordinating with the construction unit to fix it.
According to the representative of the Department of Transport of Ninh Binh province (now the Department of Construction), on February 27, 2025, the Department chaired and coordinated with agencies of the Ministry of Transport (now the Ministry of Construction) and relevant agencies and units to organize the handover (first time) of National Highway 1A, the Ninh Binh city bypass section.
According to the minutes of the first handover of National Highway 1A, the Ninh Binh City bypass section between Road Management Area I and the Department of Transport of Ninh Binh province, many items of the project have not been received, waiting for the second handover.
The items that have not been received include: Project settlement documents; illegal connection monitoring documents; assets in the road traffic safety corridor that have not been restored (land clearance piles, road markers); traffic lights, lighting, tree system; 1,200m of unadditional guardrails and Ninh Tien 2 bridge expansion joints have not been repaired.
After receiving the project, Road Management Area I, according to its functions and tasks, will strengthen inspection work to promptly direct the management unit to regularly maintain the project. At the same time, the Ninh Binh Department of Construction was notified to direct contractors to promptly repair the arising damages.
Ninh Binh Department of Construction and related units continue to carry out regular management and maintenance work, organize traffic within the project scope until the Vietnam Road Administration and Road Management Area I complete the selection of contractors to manage and maintain the project regularly.
To ensure the completion of the handover of the above route to the management and maintenance unit soon, the People's Committee of Ninh Binh province has directed the Department of Construction to preside over and coordinate with relevant agencies and units to speed up the progress, continue to direct the construction contractor to urgently repair the remaining items of the route to organize the handover according to regulations. Time, completed before March 30, 2025.
For localities where the route passes through, including: Hoa Lu city, Yen Mo district and Tam Diep city, direct functional forces and commune-level authorities to urgently clear locations violating road traffic safety corridors. At the same time, they must be fully responsible to the Provincial People's Committee, the Chairman of the Provincial People's Committee, inspection agencies, and before the law if there are any delays, affecting the progress of the route's handover.

The Ministry of Transport has criticized the Department of Transport of Ninh Binh province and relevant agencies and units, seriously drawing experience in consulting, slowing down the project to be put into use, affecting investment efficiency and the quality of the project after completing the basic construction.
