The project to renovate and upgrade National Highway 7, section Km0 - Km36 and handle subsidence caused by storms and floods in the Khe Thoi - Nam Can area, Nghe An province, was approved by the Ministry of Transport under Decision No. 333 dated March 18, 2022.
This is one of the key projects of the transport sector to ensure road connections between localities, contributing to improving traffic efficiency and safety on this important national highway. The total investment of the project exceeds 1,300 billion VND, passing through three districts: Dien Chau, Yen Thanh and Do Luong.
Construction is expected to start on September 7, 2022, and is scheduled to be completed in 2024, in which the Km0 - Km5 section (Dien Chau intersection connecting to the expressway intersection) needs to be completed in 2023 to promptly ensure connection with the North-South expressway traffic system.
However, problems in site clearance have delayed the construction progress.
On February 23, according to information from Project Management Board 4, by the end of February 2025, out of a total of 55.405km of site, localities had handed over 54.093km (97.64%); the remaining 1.309km, accounting for about 2.36% of the total route, had not been handed over.
These areas are divided into many small sections and cause many problems during the construction process.
In Dien Chau district, there are still 29 sections of land with a total length of about 605 meters, stretching through communes such as Dien Thanh, Dien Phuc, Dien Cat and Minh Chau.
Meanwhile, Yen Thanh district has 20 sections of land that have not been handed over with a total length of 703 meters, passing through Vinh Thanh, Vien Thanh, Cong Thanh and My Thanh communes.
The delay in handing over the site not only affects the construction progress but also has a negative impact on the implementation of extended construction packages.
According to the new plan, the project's extension deadlines are April 30, 2025, May 31, 2025 and July 18, 2025, respectively. This raises an urgent need for districts to hand over clean, no more backlogs, no later than February 2025 to ensure the construction process is not interrupted.
If there are continued delays, the project is at risk of having its funding cut, even having to hand over the site to local management, leading to a waste of investment capital and serious consequences for traffic safety as well as environmental sanitation.
In the face of the above situation, the People's Committees of Yen Thanh and Dien Chau districts have decided to apply enforcement and construction protection measures at locations where the site has not been handed over in February 2025.
The National Highway 7 upgrade project has strategic significance in promoting socio-economic development for Nghe An province.
When completed, this route will create an important traffic branch, expanding connections between the central and suburban areas, supporting the movement of millions of people as well as transporting goods more conveniently and safely.
At the same time, the project also contributes to creating conditions for businesses and industrial parks to develop, thereby creating many job opportunities and attracting new investment for the locality.
