Of these, there are 3 projects related to investment in the construction of social housing in Ha Long City, Quang Ninh Province.
These are the land plots that are used for bidding to select investors to implement investment projects using land as prescribed in Point b, Clause 1, Article 126 of the Land Law (in cases where bidding must be organized to select investors according to the provisions of the law on management of sectors and fields).
In particular, the social housing project at the AOM-72 plot of land belonging to the subdivision planning 2, Ha Khanh ward, Ha Long city, has an area of about 2.57 hectares. The condition of this land is that the site has not been cleared.
The second project is the Social Housing Project at Thuy Hoawat Hill, Bai Chay Ward, Ha Long City, 1.2ha wide. This is a land fund managed by State agencies and organizations. The project is eligible for land use fees exemption as prescribed in Article 157, Land Law 2024 and is eligible for bidding to select investors as prescribed in Article 4, Decree 115/2024/ND-CP dated September 16, 2024 of the Government.
Meanwhile, the Social Housing Project in Viet Hung Ward and Hoanh Bo Ward, Ha Long City is considered one of the largest social housing projects in Quang Ninh, with an area of up to 7.81 hectares. The condition of this land is that the site has not been cleared.
Currently, large investors have continued to appear around this area, with modern factories and workshops, attracting an increasingly large labor force.
According to the plan, the People's Committee of Quang Ninh province will submit to the People's Council of Quang Ninh province for consideration and approval of the list of land plots to be auctioned for projects using the above land in the next session.

From the beginning of 2025 to now, in Quang Ninh, 3 social housing projects have been completed and began to be handed over to qualified workers.
In particular, in Ha Long, there is the Social Housing Project of the Bank Hill Residential Area in the area of Hong Hai and Cao Thang wards (Ha Long city), with 790 apartments. This is the first social housing project in the province, built on an area of 25,900m2, of which the project area is nearly 13,000m2, technical infrastructure is nearly 9,000m2, the rest is landscape area, green premises.
In Dong Mai ward, Quang Yen town alone, there are 2 social housing projects that have just been inaugurated, including a social housing area built by a foreign investor for workers to rent, with 420 apartments and a project invested by a domestic enterprise, with 980 apartments for both sale and rental.
According to the plan, from now until 2030, Quang Ninh has planned and arranged an area of more than 660 hectares of land to implement 15 social housing projects, with a total of about 18,000 apartments serving people, workers, low-income people... mainly in the areas: Ha Long, Cam Pha and Quang Yen. The above land fund is located in central locations, with synchronous technical infrastructure and social infrastructure, ensuring convenient connectivity, meeting the needs and aspirations of people for housing, helping workers settle down and make a living.
