According to the National Center for Hydro-Meteorological Forecasting, the storm with the international name Ragasa is active in the sea east of Lu Dong Island (Philippines).
Around tonight (September 22, 2025), Typhoon Ragasa will move into the East Sea. After entering the East Sea, the storm moved faster at a speed of about 20 km/h and maintained a maximum intensity of level 16-17, gusting above level 17 during September 22-23 of 2025 in the East Sea (the wind is equivalent to and stronger than the maximum intensity of Typhoon Yagi in 2024), waves over 10m high, rough seas, especially dangerous for ships operating in the northern and central East Sea.
Implementing the Prime Minister's Official Dispatch No. 170/CD-TTg dated September 22, 2025 on proactive response to super typhoon Ragasa, the Ministry of Construction requires:
Heads of agencies and units, based on their functions and tasks, organize monitoring, updating, and grasping the developments of the storm; focus on leading, directing, reviewing, and updating plans, and being ready to immediately deploy response measures to super typhoon Ragasa with the most drastic spirit, early, from afar, proactively taking response measures at the highest level, anticipating the worst scenario to ensure the safety of people's lives, limiting damage to property of the People and the State, not being passive or surprised in any situation.
For the Vietnam Road Administration, direct the Road Management Zones to coordinate with the Departments of Construction and local authorities to review and complete scenarios and solutions for on-duty, traffic diversion, sending guards, placing buoys, fences, signals at flooded locations, overflowing culverts, broken roads, and landslides; control traffic, proactively regulate traffic; prohibit roads at dangerous locations (flooded underpasses, bridges, ferries, etc.) on national highways in areas affected by storms, floods, resolutely not allowing people and vehicles to enter these locations to ensure traffic safety for people and vehicles.
Direct road management units to fully prepare spare materials, arrange machinery, equipment and human resources in key locations that are often affected by landslides to proactively overcome them, ensuring traffic in the fastest time, especially on key national highways in the affected area.
The Vietnam Railway Authority and Vietnam Railway Corporation direct units to strictly implement patrolling regimes, locking down vulnerable works, locations, and key areas such as: Bridges, weak roads, prone to flooding; steep pass sections, areas prone to flash floods, rockfall, and soil subsidence, railway areas downstream of dykes, irrigation dams, reservoirs, etc. to be ready and proactive in responding to incidents, ensuring absolute safety for people and vehicles.
Direct units to focus on means, materials, equipment and human resources to overcome the consequences of floods and ensure smooth traffic in the fastest time.
There is a plan to stop the ship, extend the ship, increase the speed limit, and transfer passengers when the flood situation causes flooding and landslides in the areas where the ship must be stopped.
The Vietnam Maritime and Waterway Administration directs the Maritime and Waterway Port Authorities to grasp the number of ships, boats, and water transport vehicles anchored at anchorage areas, river gates, sea gates, and water areas around islands and canals in affected areas and guide ships and boats to safe anchorage areas; organize strict counting and management of departure and regular contact with ships and boats operating in areas affected by storms.
Coordinate with the Civil Defense Command (hereinafter referred to as PTDS) of localities to take appropriate response measures, resolutely requiring ships and transport boats to move to safe shelters or proactively move out of the danger zone.
Direct the Vietnam Maritime Search and Rescue Coordination Center to arrange vehicles in key areas to predict that Typhoon Ragasa will directly affect them to be ready to coordinate with relevant units and forces to deploy the fastest response, search and rescue work when bad situations occur.
Urge inland waterway management and maintenance units to promptly recall buoys and signals before floods or when receiving flood discharge notices from local PTDS Commands.
The Civil Aviation Authority of Vietnam directs airlines and aviation service airlines to closely monitor weather developments in areas affected by storms, to adjust or change flight schedules accordingly to ensure absolute safety of flight operations.
Direct units to strengthen inspection of airports, terminals, communication systems, flight operations and command to promptly detect and handle incidents.
The Department of Economics - Construction Investment Management directs Project Management Boards, investors, construction contractors, and relevant consulting units to immediately deploy response work to storm Ragasa, prepare conditions to promptly overcome construction incidents; coordinate to ensure smooth traffic on routes both under construction and operation.
