Opening red books to 1,000 customers for 8 years
In 2017, Bach Dat An Joint Stock Company (abbreviated as Bach Dat An) signed a contract with Hoang Nhat Nam Investment Joint Stock Company to distribute about 1,100 plots of land in 3 projects: Bach Dat 1 Urban Area, 7B Urban Area and Hera Complex Riverside Urban Area in Dien Ban Town, Quang Nam Province.
The total amount of money that the customer bought the land to pay to Hoang Nhat Nam Investment Joint Stock Company was about 555 billion VND, which company returned to Bach Dat An (investor) 282 billion VND. After that, the two companies had a dispute, leading to nearly 1,000 customers not receiving red books as committed, for the past 8 years.
Through many levels of the trial court, all agreed to force Bach Dat An to continue the contract, contact the competent authorities of Quang Nam province to carry out procedures for issuing red books and handing over land to the people.
According to the People's Committee of Quang Nam province, the reason for this prolonged land dispute is that all 3 projects invested by Bach Dat An do not have complete legal documents, have not completed investment in technical infrastructure, social infrastructure, have not fulfilled financial obligations to the State, have not been accepted for project completion, and have not ensured conditions for capital mobilization according to the provisions of law.
Mr. Phan Thanh Binh, a customer who has invested in Bach Dat An's projects, expressed his fatigue after many years of waiting: "For a long time, many people have had to suffer, give up their jobs to go to claim land".
On the side of Quang Nam province, it has repeatedly chaired dialogues with businesses and people buying land to resolve problems and accelerate the implementation of projects invested by Bach Dat An. Recently, the People's Committee of Quang Nam province established a Working Group headed by Mr. Tran Nam Hung - Vice Chairman of the Provincial People's Committee.
Extending investment progress and phasing

Mr. Tran Nam Hung - Vice Chairman of the People's Committee of Quang Nam province - said that the province has allowed the extension of the progress of the above 3 projects until the end of 2025 due to positive changes in the implementation process. The investor has fulfilled its obligations regarding taxes, deposits and payment of site clearance, and at the same time, revoked the business registration.
Through the project site inspection, the Vice Chairman of the Quang Nam Provincial People's Committee directed and set a specific time frame for resolving problems for each project.
For the Bach Dat 1 Urban Area project, Mr. Hung requested that by May 15, relevant agencies must complete the recognition of residential land for households with full legal procedures; complete the compensation plan no later than July 30.
For the 7B expansion project, investors are requested to urgently transfer the remaining 1.9 billion VND for the locality to make compensation payments, which must be made in March 2025. In May, the plan and compensation must be approved. After 1 month of active propaganda and mobilization, if any household does not comply without a legitimate reason, the enforcement procedures will be carried out.
For the Hera Complex Riverside project, the province will consider approving the project progress schedule after the investor transfers the remaining amount (VND 2.4 billion). "The Provincial People's Committee has worked with Hoang Nhat Nam and Bach Dat An Investment Joint Stock Company to make sure that these two units must have a commitment contract with the provincial leaders on coordination, preparation of capital and resources to continue implementing this project" - Mr. Tran Nam Hung said.
According to the leader of Quang Nam, with the policy of allowing the implementation of the project in Quang Nam province to remove difficulties for the projects, in Bach Dat Urban Area, if the first phase is completed, red books can be issued to some individuals immediately without waiting until the entire project is completed to be considered as before.
With the assignment of progress and actual progress of the project, strive to complete both phases of Bach Dat Urban Area in 2025 to have books for people.
