Regarding the incident of patient T.V.T. (The patient is being treated at the Lung Hospital but was taken to the Provincial General Hospital for emergency treatment and was confirmed to have died outside the hospital): Initial verification shows that the Hospital has not properly implemented regulations on medical records, consultation regimes, patient management and implementation of the procedure for reporting serious medical incidents for patients.
Currently, the Department of Health is closely coordinating with functional agencies and professional units to objectively and accurately assess the treatment process as well as the integrity of the medical record data system. The Department's viewpoint is to strictly handle any violations of the records management process or conceal professional errors.
Regarding the content of the reflection on the phenomenon of drug sales and leaders covering up drug sales in the Hospital: Through inspection and support from functional agencies, there is a basis to determine that Doctor Do Quang Hung, Head of Internal Medicine Department 3 of Lung Hospital, provides drugs not on the hospital's drug list for treatment of patients.
The Department of Health has directed the implementation of a process of reviewing responsibilities and strictly disciplining according to the regulations of the industry and the law, absolutely without forbidden areas or cover-up from the unit's leaders.
Regarding the content of reflecting on the waste of investment in Lung Hospitals: Through a comprehensive review, it can be seen that the Lung Hospital Upgrade Project (total investment of more than 572 billion VND) is a correct policy to improve the province's medical capacity.
Through inspection, the construction items and equipment have been and are being put into use by the Hospital after handover. For some high-tech items (such as the High Voltage Oxy Center), the Hospital is implementing a roadmap for recruitment, training and receiving technical transfers in parallel with completing the infrastructure. This is to ensure absolute safety and the highest efficiency when operating officially, in accordance with the hospital's development plan.
