Con Co island district was established in October 2004 and converted into a special zone from July 1, 2025, with a natural area of 230 hectares, of which over 60% of the island's area is natural forest. There are 480 people living regularly on the island, including 24 households with 96 people, the rest are officers, soldiers of the armed forces and units stationed in the area.

The Provincial Party Secretary suggested that Con Co special zone focus on preparing well for the Special Zone Party Congress for the 2025-2030 term. The draft political report needs to clearly demonstrate a new development vision, associated with the task of maintaining sovereignty over seas and islands; developing eco-tourism, a green economy and effectively operating a specific administrative model. Urgently coordinate with the Provincial People's Committee, relevant departments and branches to urge the development and implementation of the Project "Developing Con Co island district to be strong in economy and strong in national defense and security".
Mr. Le Ngoc Quang emphasized that Con Co special area needs to maximize the tourism potential of the island, with many rich, diverse and effective tourism forms and products, associated with protecting and preserving the ecological environment. Increase search and investment promotion to make Con Co a "magnet" to attract sea and island tourism, resort tourism, create new features and highlights to stimulate tourism in Quang Tri. In addition, it is necessary to implement solutions to stabilize the population and support livelihoods: support vocational training, borrow capital, mobilize and integrate resources from programs and projects to invest in infrastructure, support production, create conditions for people to settle and settle down sustainably on the island.
