The Project to Upgrade and Renovate National Highway 4B, section Km3+700 - Km18, has a total investment of more than VND 988 billion from the central budget with targeted support for the 2016-2020 and 2021-2025 periods. This project is invested by the Lang Son Provincial Construction Investment Project Management Board, and has been implemented since 2020.

According to the reporter of Lao Dong Newspaper on February 4, 2025 (ie January 7, At Ty year), the entire project route with wide road surface and median strip in the middle has basically completed all items, vehicles can circulate freely.

The resettlement area of the project is about 2 hectares wide, with hundreds of plots of land located in Bac Dong 1 village (the area called Trai Ca by the locals), the center of Gia Cat commune and adjacent to the project route. Many houses have been built here.
Meeting reporters, Mr. Chu Hong Dang - a resident who used to live in Bac Dong 1 village - said that after agreeing to clear the house and constructions on the land, his family was resettled and built a house here. Currently, his newly built 2-storey house has 5 people with 3 generations living together.

"Regarding the new place, there are many things better than the old place. The resettlement area has been invested by the State to build roads, sidewalks, drainage, water supply, electricity... more spacious and clean. Moreover, this place is also close to the old place so everything is not strange. However, there are also some disadvantages, for example, I want to raise some chickens but I can't because the land is narrow, not spacious with gardens and fields surrounding it like before" - Mr. Dang shared.
As for Mr. Duong Van Ve - a resident of Bac Nga village, Gia Cat commune, although he has now moved to another village, Mr. Ve has also gotten used to and adapted to life in the new place. This year, Mr. Ve's family celebrated the first Tet in this resettlement area.

"The resettlement area is located near the new road, which is very nice, and the land value will be higher in the future. However, building a house for households costs more, like my house, the total construction cost is more than 800 million VND, of which more than 100 million VND is for the foundation, piling up to 6m, 8m deep... because this place used to be a pond, borrowed land, so the foundation had to be reinforced very carefully. Now everything is done, my family's life has stabilized" - Mr. Ve confided.

For some households living in temporary houses built with steel frames and corrugated iron roofs (located next to the new road and opposite the resettlement area) - households that are in the process of building houses in the resettlement area, everyone hopes that their projects will be completed soon so that their families can work, produce, and stabilize their lives.
According to the project documents, the resettlement area of the National Highway 4B Upgrade and Renovation project, section Km3+700 - Km18, has a total investment of more than 23 billion VND, the unit assigned as the investor is the Cao Loc District Land Fund Development Center. This resettlement area has a total area of more than 2.3 hectares, of which the land area for resettlement is more than 1.2 hectares (more than 120 plots, each plot has an area of about 100 m²), the remaining area is for building a cultural house, roads, etc.
