On the afternoon of September 15, in the face of complicated rain and flood developments, the Thanh Hoa Provincial Civil Defense Command requested riverside localities to strengthen patrols, dike guards, inspect key and critical points and prepare incident handling plans.
According to updated data at 3:00 PM on September 15th, the water level of the Yen River has exceeded alarm level II by about 36cm and continues to tend to rise due to rain in the area and water from upstream flowing in.
In Nong Cong commune, more than 15km of dykes of all kinds are being closely monitored. Among them, about 1.3km of Ma Ca dyke is identified as a key critical point due to the low dyke body, the dyke surface not being hardened, and the elevation not meeting flood prevention and control requirements. Two culverts under the dyke have also deteriorated.
The locality has arranged forces to patrol and gather materials and vehicles at key locations to be ready to handle incidents according to the "4 on-the-spot" motto.
In Quang Chinh commune, more than 4km of critical dyke and some culverts under the dyke are also regularly inspected. According to local authorities, if a dyke incident occurs, more than 300ha of agricultural production land is at risk of being affected.
At the same time, the Thanh Hoa Provincial Civil Defense Command issued alarm II on the Buoi River and alarm I on the Cau Chay River.
At 3:00 PM on September 15th, the water level of the Buoi River at Kim Tan hydrological station reached 10.04m, 0.96m lower than alarm level II. It is forecast that the water level is likely to reach alarm level II, equivalent to 11m, at around 0-1:00 AM on September 16th.
On the Cau Chay River, at 9:00 AM on September 15, the water level at Xuan Vinh hydrological station reached 7.5m, 0.5m lower than alarm level I. It is forecast that the water level is likely to reach alarm level I, equivalent to 8m, at about 6-8 pm on the same day.
Faced with the risk of continued flooding, Thanh Hoa province requests localities along river routes to organize 24/24 hour duty, inspect dykes and culverts, prepare forces, materials, vehicles and proactively plan to evacuate people in riverbank areas and areas at risk of unsafety.
