The Steering Committee for Natural Disaster Prevention and Search and Rescue, Ministry of Construction, said that due to the impact of storm No. 3, from July 21 to 22, 2025, some national highways and local roads have strong winds and rain, so far not affecting the road traffic infrastructure, basic traffic is smooth.
Currently, road maintenance management units have mobilized forces and equipment to be on duty at the location at risk of landslides to promptly fix the problem, ensuring traffic opening as soon as possible.
In the railway sector, Vietnam Railways Corporation reported that it has stopped international conveyor trains from Hanoi to Nam Ninh (China).
For the maritime sector, the Vietnam Maritime and Waterways Administration issued Official Dispatches No. 3121/CD-CHHDVN dated July 18, 2025 on the implementation of response to the storm currently active near the East Sea (WIPHA), 3150/CD-CHHDVN dated July 20, 2025 on the implementation of response to storm No. 3 in the East Sea, 3151/CD-CHHDVN on the implementation of response to storm No. 3 in the East Sea and focus on responding to heavy rainfall caused by the impact of storm No. 3 to request the Department of Construction under the provinces and centrally run cities, Traffic Safety Committees of the provinces in the mountainous, midland and Northern Delta regions and affiliated units to be ready to respond to natural disasters when the storm is likely to make landfall in the area.
The Vietnam Maritime and Waterway Administration has established a working group led by the Department's leaders, deploying disaster response work in the seaport areas: Quang Ninh, Hai Phong, Thai Binh... managed by the Port Authority.
Regarding the implementation of natural disaster prevention in some units that are likely to be affected by storm No. 3, the Ministry of Construction said that the units have organized a 24/7 on-duty.
Regularly monitor the developments of storm No. 3 to guide ships to avoid entering dangerous areas.
In case the boat leaves the port, it is recommended that the boat do not enter the risk zone of natural disasters, especially pay attention to ships with limited license plate 3 and inland waterway vehicles in water areas managed by the Port Authority.
Tightly count and manage ships entering and leaving the port; regularly keep in touch with ships operating in their management area to promptly guide and handle situations that pose a risk of causing unsafety.
Port enterprises, shipbuilders and repair plants, construction units, and captains of ships in the management area of the Port Authorities are implementing response work to storm No. 3 that is likely to make landfall in the area.

In the management area of the Maritime Port Authorities: Quang Ninh, Hai Phong, Thai Binh, Thanh Hoa, Nghe An, Ha Tinh, Thua Thien Hue, there are 395 ships, including 164 ships and 231 inland waterway vehicles with VR-SB (PTTND) level.

Thanh Hoa seaport area has 83 ships, including 22 ships and 61 inland waterway vehicles.
Nghe An seaport area has 56 ships, including 22 ships and 34 inland waterway vehicles.
The Ha Tinh and Quang Binh seaports have 91 ships, including 32 ships and 59 inland waterway vehicles.
The seaports of Quang Tri and Thua Thien Hue have 72 ships, including 22 ships and 50 inland waterway vehicles.
In the aviation sector, the Civil Aviation Authority of Vietnam (AIA) issued Official Dispatch No. 2963/CD-CHK dated July 20, 2025 on the implementation of the plan to prevent and respond to storm No. 3, requiring agencies and units in the aviation industry to implement the following contents:
Organize 24/24-hour duty according to the Regulations on the Steering Committee for Natural Disaster Prevention and Control issued in Decision No. 651/QD-CHK dated April 2, 2015.
Strictly implement the Process of responding to storms and tropical depressions in civil aviation activities according to Decision No. 762/QD-CHK dated April 2, 2021.
Instructions for operation in dangerous weather conditions at airports and airports according to Decision No. 131/QD-CHK dated March 21, 2025.
Deploy measures to prevent flooding, clear the flow in airport areas; protect works, vehicles, and equipment to minimize damage caused by storms and ensure quick recovery and stabilization of aviation operations, serving the travel needs of passengers.
The Civil Aviation Authority held an online meeting to deploy a plan to prevent and respond to Typhoon Wipha with the participation of the Vietnam Air Traffic Management Corporation, Vietnam Airports Corporation, airlines, Northern and Central Airports, and airports in the affected areas of Typhoon Wipha.
