As one of the first people to work at the Sam Mon Border Commune Administrative Service Center to settle land procedures, Mr. Pham Quang Hai was warmly welcomed and guided by the staff.

Taking advantage of the opportunity to talk to reporters at the break between the two meetings, Mr. Pham Thiet Chuy - Chairman of Sam Mon Commune People's Committee said that the commune currently has nearly 80 cadres and civil servants, while the old headquarters only caters for more than 20 cadres, so the workplace is very difficult.

"We are currently prioritizing the number 1 workplace for the Public Administration Service Center. The remaining majority of the commune's cadres and civil servants are working temporarily in the commune's multi-purpose gymnasium.
The most important thing at present is to ensure smooth operation of the apparatus, without interrupting the needs related to administrative procedures of people and businesses" - Mr. Chuy said.
In the border commune of Thanh Nua (merged from 5 old communes of Dien Bien district) - a commune with nearly 30,000 people and 73 villages and hamlets, this is also one of the administrative units of the commune and ward with the largest population in Dien Bien province after the merger.
However, the commune's facilities are also facing many difficulties and shortages because of the use of the old commune headquarters while the staff has increased nearly 4 times with more than 100 people.

According to Mr. Nguyen Thai Binh - Secretary of the Thanh Nua Commune Party Committee, with the spirit of serving the people, the first thing when operating the new apparatus, Thanh Nua Commune has focused on the operation of the Public Administration Service Center. Therefore, the commune has assigned a Vice Chairman directly as the Director of the Center.
Along with that, the commune has also arranged three administrative transaction points in Thanh Nua commune (old), Hua Thanh commune and Thanh Hung commune (old). At each point, there are staff on duty to guide the settlement of administrative procedures and legitimate needs of the people, not allowing any cases to travel too far when not really necessary.
According to the reporter's records, on the morning of July 1, at the Thanh Nua Commune Public Administration Service Center, 10 people came to do land-related transactions, of which 1 case was immediately resolved. The documents that are still stuck are enthusiastically guided by the staff on the procedures that need to be supplemented.
"As soon as the commune-level apparatus comes into operation, everything is very smooth because it has been tested before. However, due to the uneven qualifications of cadres and civil servants, we have to adjust at the same time, ensuring that each person is assigned to suit their strengths and abilities. At the same time, each cadre and civil servant must improve their spirit of openness and learning to better serve the people every day" - Mr. Nguyen Thai Binh said.
