The Thac Ba hydroelectric reservoir, located in Yen Binh district and Luc Yen district, Yen Bai province, has a lake surface area of over 16,000 hectares, and is home to many aquatic species. However, currently, natural resources are being destroyed by many people due to electric shock and flare-ups.


According to the investigation of Lao Dong Newspaper, the subjects often use motorbikes to transport large-capacity electric battery bottles to boats anchored at the port and hidden electric wires on eucalyptus trees near the lake to catch aquatic products in the form of destruction and destruction.
Each boat will have at least two people moving everywhere in the deserted lake area and there are many fish, then they turn off the engine, row the boat by hand to pick up the fish.
There are groups of people using large-capacity batteries, using three-phase electricity to pick up fish, causing fish in people's cages to jump out.





They even pick up electric cables, dropping them into the lake, there are 3 cables as big as a finger, about 4 to 5m long, when moving along the shore, with such a set of cables, they can pick up about 15 - 20 meters deep in water.
The large-capacity power line caused each large herd of fish to float, including deep-lying catfish such as catfish, eel, perch... without escaping the disaster. small fish, eggs, Larvae, and even the water ecosystem were destroyed.


Saving aquatic resources is increasingly depleted
Mr. Pham Thanh Dat - Deputy Head of the Department of Agriculture and Environment of Yen Binh District said: "This is a burning issue. At night, they used high lamps to attract fish, then suddenly lowered the net, gathering the whole flock. Large fish, small fish, and fish in reproduction all escaped.
According to Mr. Dat, not only the flickering of lights, the electric shock is also an unpredictable danger to the ecosystem of Thac Ba Lake. This method uses high-voltage electricity to paralyze or kill fish, causing them to float onto the water surface and easily catch them.
This also affects other aquatic species, destroying the natural habitat on Thac Ba Lake. Therefore, recently, Yen Binh district has established an interdisciplinary inspection team at night to prevent it.


At the time of discovery, Mr. Hua Van Q (residing in village 1, Phuc Ninh commune) said: "Previously, we also caught fish using traditional methods, but the output is decreasing. Seeing people using a fold of lamps to catch a lot of fish, I followed suit."
Mr. Vu Van T (residing in Group 5, Yen Binh Town) was driving an old cement boat, using a homemade electric shocker consisting of 2 batteries, 1 electric shocker, 1 racket to illegally exploit aquatic products, when he explained: Because "there is no stable job", he had the intention to commit a crime.
All the exhibits of Mr. Q and Mr. D were then temporarily detained by the interdisciplinary inspection team for handling.
In Luc Yen, through 5 recent interdisciplinary inspections, the authorities have directly dismantled more than 100 illegal lamp traps - traps that destroy aquatic life on Thac Ba lake.


"If they do, it will be a pity for the people, but if they do not, the aquatic resources will be exhausted. At this time, the two districts of Luc Yen and Yen Binh will increase their forces, creating a large-scale campaign to restore order and save the increasingly depleted aquatic resources on Thac Ba Lake, said Mr. Dinh Quang Tuan, a member of the Interdisciplinary Inspection Team.


Decree 42/2019ND-CP, dated May 16, 2019 of the Government stipulates that the administrative penalty for the use of electric shock devices for fishing is from 3 to 50 million VND.
In addition, depending on the nature and severity of the violation, a higher penalty can be handled, a non-custodial reform penalty of up to 3 years or a prison term of 6 months to 10 years for the crime of "Destroying aquatic resources".
