On September 13, the People's Committee of Phu Tho province issued Document No. 3801/UBND-NCKS on search and rescue of the Phong Chau bridge collapse incident.
According to a document from the People's Committee of Phu Tho province, the water level on the Red River (Thao River) at Phong Chau bridge has receded to below alert level No. 1.
To proactively organize the search for people and salvage of distressed vehicles, the Chairman of the Provincial People's Committee requested the Provincial Military Command - the standing agency for search and rescue and civil defense of the province to take the lead, preside over and coordinate with relevant departments, branches, agencies and units to develop specific plans, mobilize forces, means and organize the search for people and salvage of vehicles to ensure speed and safety. Report to the Ministry of National Defense and Military Region 2 to support equipment and means to carry out the search for people and salvage of distressed vehicles.
Request the Provincial Police to ensure security, safety, and traffic flow for forces to strengthen the task of searching for people and salvaging vehicles. Coordinate with the Provincial Military Command and other forces to organize the search for people and salvaging vehicles to ensure safety. Determine the identity of missing people after finding them to notify their families and local authorities to receive them. Report to the Ministry of Public Security the process of searching for people and salvaging vehicles in distress and request the Ministry of Public Security to support those tasks beyond the capacity of the Provincial Police.
At the same time, the People's Committee of Phu Tho province requested the Department of Transport to preside over and coordinate with search and rescue forces; mobilize vehicles to salvage vehicles in distress; coordinate with forces of the Ministry of National Defence and Military Region 2 to install pontoon bridges when conditions permit.
The Department of Agriculture and Rural Development needs to closely monitor the weather and floods on the Red River, promptly coordinate with the provincial Military Command and search and rescue forces.
In addition, the People's Committee of Phu Tho province requested the People's Committees of Tam Nong and Lam Thao districts to: Direct the district's functional forces to closely coordinate with search and rescue forces. Ensure security and safety in the search area; ensure accommodation, food, and areas for vehicles of units to come to strengthen the implementation of the task. Mobilize forces and vehicles to participate in search and rescue according to the agreement of the Provincial Military Command.
For the Department of Health and related departments and branches, based on the functions and tasks of the unit, proactively coordinate with the Provincial Military Command in the process of searching for people and salvaging vehicles in distress.
According to the reporter's update, on the afternoon of September 13, Phu Tho Provincial Police issued a notice: Prohibiting all water vehicles from circulating through Phong Chau bridge area, inland waterway route Km280+000 Red River, in Phung Nguyen commune, Lam Thao district and Van Xuan commune, Tam Nong district.
