Gia Lai will start construction of 4 resettlement areas before August 19
Pre-feasibility study report, the total land use demand of the project through Gia Lai province is about 758ha. The site clearance work is expected to be carried out on an area of over 323 hectares, affecting about 4,435 households.
Up to now, the People's Committee of Gia Lai province has advised the Provincial Party Committee to issue decisions to establish a project's site clearance steering committee.
Assign the Provincial Land Fund Development Center as the investor, preparing to deploy the construction of resettlement areas (TDC) and burial areas to serve the site clearance work. At the same time, procedures were deployed for 3 landfill locations and 10 land mines, serving the construction of resettlement areas and burial areas.
Gia Lai province proposed that the Ministry of Construction direct the Railway Project Management Board to promptly deploy site clearance stakes in the field and hand them over to the locality to accurately determine the number of affected households. The province also proposed to allocate funds from the central budget to promptly deploy investment in the construction of resettlement areas and burial areas to serve the project.
Notably, Gia Lai province proposed that the Ministry of Construction report to the Government to consider issuing a special mechanism in licensing mineral exploitation for common construction materials to supply the project, contributing to speeding up construction progress.
According to the Gia Lai Provincial Land Fund Development Center, the whole province plans to build 39 resettlement areas and 6 burial areas to serve the relocation and site clearance work for the project. Currently, the marking of 4 resettlement areas has been completed, including: Hy Van resettlement area (Hoai Nhon Bac ward); Tan Lap 4 resettlement area (An Nhon Tay commune); Nhon Tho resettlement area (An Nhon Nam ward); and Tay Vinh resettlement area (Binh An commune). In particular, Tay Vinh resettlement area has completed compensation, site clearance and land acquisition.
Each resettlement area has an area of about 2-3 hectares, arranged with 70-100 households. It is expected that these 4 resettlement areas will start construction before August 19. The remaining resettlement areas will continue to be planned and implemented in the coming time.
Mr. Ngo Tung Son - Director of the Gia Lai Provincial Land Fund Development Center - said that the unit has sent specialized staff directly to the site to survey, measure and count the amount of affected assets.
Quang Ngai proposes to change route
According to the pre-feasibility report, the railway line is expected to pass through 3 resettlement areas that have just been invested in the North - South expressway project; the Hiep Pho Nam Geodetic Historical Site and some administrative headquarters. Therefore, the Department of Construction of Quang Ngai proposed to adjust the route to limit the impact on people's lives, avoiding repeated resettlement.
According to the Quang Ngai Department of Construction, during the process of reviewing the dossier, the unit has advised the Provincial People's Committee to propose local adjustments to the route and station location to comply with the planning, save costs, stabilize people's lives and improve investment efficiency. However, up to now, the recommendations have not been resolved, so the Department continues to propose to ensure site clearance progress and promote socio-economic development.
The station location according to the current planning is not in accordance with the general planning of Nghia Lo ward until 2040, and overlaps with Quang Phu Industrial Park. Therefore, the Department proposed to adjust the station location to the border area between Nghia Lo ward and Nghia Giang commune, near the intersection of Truong Chinh - Le Duan road (according to the plan), where conditions are favorable for traffic connection.
In addition, according to the pre-feasibility study report, the project boundary overlaps with the Quang Ngai - Hoai Nhon expressway in Mo Duc commune (Km852 - Km854). road tunnel area No. 1 (Km873 - Km875) and is 100 - 150m from expressway tunnel No. 2 and 3. The route also crosses two intersections at Km875 - Km878.
The Department of Construction proposed reviewing the project boundary to avoid overlapping with the expressway, and at the same time recommended that the Provincial People's Committee direct the early determination and provision of boundary records outside the field, creating a basis for implementing compensation, support and resettlement on schedule.
