On January 7, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Minh chaired a meeting to remove difficulties and obstacles for non-budget investment projects.
According to a report by Deputy Director of the Department of Finance Vu Duc Tuan, Lam Dong province currently has 110 non-budget investment projects in the tourism and service sectors facing difficulties and obstacles.

Among these, 32/110 projects reported the implementation situation; 78/110 remaining projects did not report or reported incorrectly according to the form as required by specialized agencies.
Among the 110 projects facing difficulties, there are 20 projects facing land problems, 30 projects facing planning problems, 34 projects facing two or more problems...
In general, difficulties and obstacles are under the authority of departments, branches and localities to resolve.
Specifically, 4 projects under the Central Government's jurisdiction have been updated to the Database System of the Central Steering Committee for Resolving Outstanding Projects (System 751).
According to assessments, most non-budget investment projects in the tourism and service sectors are slow to implement, without progress reports; some projects have almost not been implemented.

At the meeting, leaders of departments and branches said that the removal of difficulties for non-budget investment projects in the tourism and service sectors is still slow.
Although the difficulties of each project have been grouped, specific responsibilities have not been assigned to each member.
Therefore, the working group needs to dissect and clearly classify the nature of each project to have appropriate and regulated solutions.
According to Vice Chairman of Lam Dong Provincial People's Committee Nguyen Minh, the progress of many projects is still slow, requiring departments, branches, and localities to improve their determination and proactively remove difficulties.
In the context that there are many important legal bases of the Central Government and the province's double-digit growth target, delays are unacceptable.
For projects that have met the conditions, the removal must be completed no later than June 2026. In case more difficulties arise, the province strives to resolve them in 2026; if it still does not meet the requirements, it will be moved to 2027.
Vice Chairman of the Provincial People's Committee Nguyen Minh assigned the Department of Finance to take the lead in classifying difficulties by project groups, in charge of project and investment problems; land issues assigned to the Department of Agriculture and Environment; planning and construction problems assigned to the Department of Construction to take the lead.
The heads of working groups are responsible for updating the progress and plans to remove obstacles for each project in January 2026.
People's Committees of communes, wards, and special zones are required to strengthen land management at projects that are facing difficulties, to prevent encroachment and illegal construction.
The Office of the Provincial People's Committee is responsible for regularly updating the situation, promptly adjusting the list of projects that need to be removed, and supplementing new projects with investors determined to implement.
To remove the above difficulties and obstacles, Lam Dong Provincial People's Committee has established Task Force No. 4 to remove difficulties for non-budget investment projects in the fields of tourism and services.
The working group is headed by Mr. Nguyen Minh, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee.
