The project to build a road from the old National Highway 3 (QL.3) to Military Hospital 91 has a total investment after adjustment of 167 billion VND, invested by the Management Board of Investment and Construction Projects of Pho Yen City (Thai Nguyen). The implementation period is from 2021 to 2025.
This is a group C project, a road with a total length of 1km (Ba Hang ward, Pho Yen city), the beginning of the route intersects with the old National Highway 3, the end of the route intersects with the Nam Thai Urban Area planning road, the road cross-section is 19.5m wide.
According to Lao Dong Newspaper's reporter at the end of April 2025, after many years of implementation, the shape of the project has gradually emerged.

The road surface of the entire route is basically paved with asphalt, making it easy for people and vehicles to travel. Currently, the investor is completing some sections of the route at the starting and ending points of the project.
According to information from the People's Committee of Pho Yen City, the project has currently reached over 80% of the total volume, for site clearance work, there are still some households, including Mr. Nguyen Anh Cuong's household (110.4m2) and Ms. Nguyen Thi Phuong Thao's household (128m2) that have not yet handed over the site due to waiting to resolve compensation issues.
These households hope to receive a reasonable compensation plan, especially equivalent resettlement land, to be able to stabilize their livelihoods.
In response to the request of households on resettlement arrangement or compensation by land with the same purpose of use, the Land Fund Development Center of Pho Yen City said that there is currently no legal basis for consideration.


Accordingly, current policies stipulate that compensation in the form of residential land or resettlement arrangements is mainly applied to cases where all residential land is recovered, or when the remaining area is not eligible for living.
Meanwhile, the households subject to land acquisition still have the remaining area meeting the minimum standards according to the regulations of Thai Nguyen province, so they are not eligible for compensation for resettlement land.
On April 28, speaking with reporters, Mr. Nhu Ngoc Toan - Standing Deputy Secretary of the Party Committee of Ba Hang Ward said that the old National Highway.2 project connecting to Military Hospital 91 has been basically completed.
Regarding some difficulties and problems related to site clearance, the locality is coordinating with Pho Yen city to find a solution, thereby speeding up the construction progress, putting the project into use soon, making travel convenient.
In December 2020, the People's Council of Thai Nguyen province approved the investment policy for the project to upgrade and renovate the road from the old National Highway.1 to Military Hospital 91 with a total investment of 50 billion VND, implementation period from 2021 - 2023.
By May 2023, the People's Committee of Thai Nguyen province issued Decision No. 1129 approving the project adjustment, raising the total investment to nearly 167 billion VND. Of which, compensation and resettlement support costs increased from more than VND 29.7 billion to more than VND 146.6 billion.
Along with that, the project implementation progress has also been adjusted to extend to 2024. After that, in Decision No. 44, the Provincial People's Committee continued to adjust the project implementation time, extending it to 2025.
