In the first 6 months of 2025, the entire Thai Nguyen Provincial Inspectorate conducted 140 inspections and examinations. Of which, 48 were administrative inspections and 92 were specialized inspections and examinations. The number of inspected units is 1,012 agencies, organizations and individuals.
Through inspection, 104 units and individuals were found to have committed violations, and recommended economic handling of over 6.3 billion VND. The authorities have recovered over 1.6 billion VND, reduced settlement deductions by over 296 million VND, imposed administrative fines of over 4.2 billion VND, and sold exhibits for 46 million VND.
The authorities also reclaimed nearly 30,000m2 of land from Phuc Thai Medical Services and Trade Industry Joint Stock Company at the Phuc Thai General Hospital Project for violations of land laws. This is the area assigned to implement the hospital project according to Decision No. 732 dated April 11, 2012.
According to the reporter, after more than 10 years, the Phuc Thai General Hospital Project located in Cai Dan ward, Song Cong city is still in disarray. Inside, the 5-storey building has only completed the frame and is still lying motionless, exposed to the sun and rain, causing loss of urban beauty.
The area inside and outside the building is overgrown with weeds, some items have deteriorated. Over the years, the project has suddenly become a place for grazing cattle, pumping injectors and garbage in many places. The desolation of a trillion-dong project has made people worry about waste.
Through the reporter's investigation, the Phuc Thai General Hospital Project was first granted an investment certificate (IC) on March 8, 2010.
This is a type 3 project with phase 1 of 100 beds and 1 nursing area. The total investment capital is more than 296 billion VND. According to the schedule, the project will be implemented in the first quarter of 2010, completed and put into use in the fourth quarter of 2011.
However, by the end of 2011, Phuc Thai Company still did not implement it. On May 15, 2012, the People's Committee of Thai Nguyen province signed the first adjustment of the PIT, raising the investment capital to more than VND 2,000 billion. The scale of the project has also been increased to 600 hospital beds in 2 phases.
The progress was adjusted to the groundbreaking, construction phase 1 in August 2012, completed and put into operation in the fourth quarter of 2013. Phase 2 will be built in the first quarter of 2016 and completed in the fourth quarter of 2018.
By the end of 2012, there was still no groundbreaking ceremony. Although Phuc Thai Company was allocated the site in January 2012 on site, in April 2012 it signed a land lease contract with the state.
It was not until the end of March 2013 that this project was started. However, after nearly a year, the construction suddenly stopped when the 5-storey building frame was just completed.
After decades of abandonment, the People's Committee of Thai Nguyen province has assigned the Department of Agriculture and Rural Development to preside over land recovery and organize handover on site. Revoking certificates of land use rights and ownership of assets attached to land.
In case the enterprise does not cooperate, it will advise on issuing a decision to cancel the issued certificates.
Previously, at the end of February 2024, the People's Committee of Thai Nguyen province also issued a decision to reclaim land of Taipei Investment Joint Stock Company TNKS in Phan Dinh Phung ward.
