On September 27, the Thanh Hoa Provincial Civil Defense Command said that the unit had sent a document to departments, branches and localities on the ban on the sea to respond to storm No. 10 (Bualoi) in 2025.
Accordingly, implementing the direction of the Chairman of the Provincial People's Committee in Official Dispatch No. 23/CD-UBND dated September 26, 2025, assigning the Provincial Steering Committee for Natural Disaster Prevention and Control, based on the developments of storm No. 10 and the actual situation, to proactively advise the Provincial Civil Defense Steering Committee to issue a telegram on the ban on the sea. In particular, it is noted that the time of sea ban is earlier than previous storms.
According to the National Center for Hydro-Meteorological Forecasting, storm No. 10 moves very quickly (nearly double the average speed), is strong, and has a wide range of impact. To ensure the safety of people, ships and boats in the area, the Provincial Civil Defense Command decided to ban the sea from 6:00 a.m. on September 27, 2025 until the storm no longer affects.
Chairmen of People's Committees of coastal communes, wards and localities with fishing activities must urgently organize implementation, closely monitor, and absolutely not allow ships and boats to go to sea during the sea ban period. Relevant localities and units are responsible to the Chairman of the Provincial People's Committee and the Provincial Command if they allow subjectivity and negligence to occur, leading to damage to people and property.
In addition, it is necessary to guide, arrange ships and boats, strictly manage at anchorage points, ensure safety according to regulations; absolutely do not start the engine when it has anchored, resolutely do not leave people on the vehicle when the storm makes landfall.
