Comprehensive review of facilities
According to Thanh Hoa Provincial Police, from July 1, 2025, the whole province will officially implement the model of organizing local government at 2 levels (provincial and commune levels), while merging hundreds of communes, wards and towns to streamline the apparatus.

After the arrangement, the whole province has 166 commune-level administrative units, including 19 wards and 147 communes, a reduction of 381 units compared to the present. Along with that, the Commune-level Police in the province will also be restructured accordingly to ensure stable and effective operations, meeting the requirements of local management in the new situation.
To carefully prepare for the conversion process, Thanh Hoa Provincial Police have established a Steering Committee to implement the arrangement and consolidation of the commune-level Police organization and issued detailed implementation plans. Working groups were established to survey the situation in the area, expected a suitable organizational model, ensuring maintaining security and order right in the reorganization phase.
One of the key tasks is to comprehensively count and evaluate the current status of facilities, equipment and working means of commune-level police units.
Lieutenant Colonel Tran Thi Bich Hong, Head of the Logistics Department of Thanh Hoa Provincial Police, said that the unit has advised the Provincial Police Director to issue a plan to implement the arrangement, transfer, handover and receipt of assets and budgets to serve the operations of the new commune police units.
Accordingly, the Commune-level Police must inventory, compare, and prepare a detailed report on the current status of assets assigned for management. After synthesizing the report, the Provincial Police will organize a field count and complete it before July 1, 2025. On that basis, the transfer and allocation of assets will be carried out according to the scale and specific conditions of each unit.
No interruption in serving the people
Also according to Thanh Hoa Provincial Police, for the working headquarters, the unit will coordinate with local authorities to study a renovation plan, use it effectively, avoid waste, and at the same time propose the Provincial People's Committee to direct the review and arrangement of land funds conveniently for people to contact work and meet long-term professional requirements.

In Nghi Son town, according to the project of the Provincial People's Committee, Anh Son commune and Cac Son commune will merge and form a new commune named Cac Son commune. Lieutenant Colonel Ho Ngoc Hoa, Head of Anh Son Commune Police, said that the unit had completed the counting, asset assessment and reported to the Provincial Police. For officers and soldiers, the spirit of maintaining discipline, maintaining regular activities, completely resolving outstanding work, and not interrupting service to people during the reorganization period is thoroughly understood.
Thanh Hoa Provincial Police determined that this is a major task, having a comprehensive impact on the organization and operation of the grassroots police force. Therefore, careful preparation of human resources, material resources and organization plans will be an important premise for the commune-level police force to operate stably and effectively, contributing to the successful implementation of the goal of building a streamlined, effective and efficient government apparatus that Thanh Hoa province is vigorously implementing.
