Accordingly, storm No. 5 and floods have caused severe damage to people, property, production and infrastructure in the area. In particular, in Yen Nhan and Bat Mot communes, many electricity items, roads, schools, and stations were damaged and landslides; many areas were cut off, without power and communication.

In Yen Nhan commune, natural disasters injured 2 people, 123 households/492 people had to be evacuated, so far, 62 households/259 people have not been able to return. The whole commune had 180 damaged houses, of which 24 were completely damaged. Traffic system, kindergartens, cultural houses, electricity - telecommunications systems, anti-landslide embankments and media poles were all seriously affected.
Bat Mot commune has 35 households/131 people who had to be evacuated and are still in a safe place. Many traffic routes were eroded and damaged, commune offices and other essential infrastructure works also suffered great damage.
In the face of the above situation, the Chairman of the People's Committee of Thanh Hoa province issued Decision No. 2952/QD-UBND dated August 31, declaring a natural disaster emergency in Yen Nhan and Bat Mot communes.
Thereby, requiring departments, branches, units and local authorities to focus on immediately implementing urgent measures. In particular, the People's Committees of Yen Nhan and Bat Mot communes must continue to review and relocate people from dangerous areas, absolutely do not let people return home until safety is ensured; provide food, food, drinking water and essential necessities so that people are not hungry, cold, thirsty, or lack shelter.
The Army, Police, and Border Guard forces have been strengthened to support people in repairing their houses, repairing infrastructure, clearing rocks, trees, and cleaning the environment. At the same time, localities must organize barriers and put up warning signs at landslide locations, not allowing people and vehicles to circulate in dangerous areas.
Other functional sectors support overcoming areas such as: restoring agricultural production, repairing infrastructure works, ensuring smooth traffic, providing medicine, ensuring opening conditions, restoring communication and supplying electricity to people.
The Provincial People's Committee also requested the Department of Finance to proactively arrange funding; the Fatherland Front and the Red Cross Society to call on organizations and individuals inside and outside the province to donate and provide relief to people in disaster areas.
In addition, the Chairman of the People's Committee of Thanh Hoa province directed localities to urgently develop and implement long-term remedial measures, support people to restore production, allocate relief resources fairly and to the right subjects, avoid negativity and lawsuits. Local disaster prevention plans need to be reviewed and supplemented in accordance with reality, ensuring the safety of people's lives, economy and infrastructure in the coming time.
