Announcement The Inspection Conclusion of the Government Inspectorate has just pointed out many issues in the Trang An Eco-tourism Infrastructure Construction Project and the Bai Dinh Pagoda Mountainous Infrastructure Construction Component Project.
The project to build infrastructure for Trang An eco-tourism area, invested by the Ninh Binh Provincial Department of Tourism, has been implemented since 2004. Up to now, some packages and construction items have been completed and put into use, and some construction items are under construction.
The accumulated capital allocated from the beginning of the project to date is 1,158.179 billion VND. The project has expired since 2023 and currently has some difficulties and problems such as: The capital allocated for the project is not enough according to the total investment; difficulties in site clearance and planning.
The Government Inspectorate pointed out that there were also limitations, shortcomings, and violations in the project implementation process such as overlapping and lack of synchronization between planning types in the planning preparation and approval of the project; detailed planning that was not in accordance with the overall planning; the implementation of the plan had to be adjusted many times, affecting the progress of the project and related component projects. The project belongs to group A but was not submitted to the People's Council for discussion and decision, and was not submitted to the Ministry of specialized management to organize the appraisal of the basic design for adjustment.
When deciding to adjust the project to increase capital, the Provincial People's Committee determined that the entire capital source for project implementation provided by the Central Budget was not well-founded and did not ensure adequate capital balance to implement the project, leading to many difficulties and problems in planning, capital sources, site clearance and could not be completed on time even though the implementation had been extended.
Meanwhile, for the Bai Dinh Pagoda Mountain Infrastructure Construction Project, this is a project invested by the Ninh Binh Provincial Department of Tourism, a component project of the Trang An Eco-tourism Zone Infrastructure Construction Project, implemented since 2005.
The accumulated capital allocated for project investment to date is VND 1,838.377 billion. The project implementation period is until the end of 2025 but it is not possible to complete on schedule.
For this project, the inspection agency pointed out that the project planning did not ensure inheritance between the detailed planning and the overall planning, did not comply with the principles of planning and adjusting the planning; reclaimed land that was not in accordance with the approved planning and land use plan; did not submit to the specialized management department for appraisal of the basic design when approving the project, did not re-appraise the basic design when approving the project adjustment; did not assess the environmental impact; supplement and adjust the content and scale of investment to increase the land use area, increase the total investment but did not re-appraise the basic design and approve the project adjustment according to regulations; decided to invest using central budget capital without clearly defining the expected capital allocation in accordance with the content of the project, leading to a prolonged lack of capital and project implementation.
Reviewing the responsibilities of relevant groups and individuals
"Responsibility for the limitations, shortcomings, and violations in the above projects belongs primarily to relevant collectives and individuals in approving, managing, and organizing project implementation, including the Provincial People's Committee, leaders of the Provincial People's Committee, advisory departments, branches, relevant units, and individuals, and Investors through the periods, and needs to be reviewed and clarified to take remedial measures, reviewed, and handle responsibilities in accordance with regulations" - the Conclusion Notice of the Government Inspectorate clearly stated.
Notably, the Government Inspector General recommended that the Prime Minister direct the People's Committee of Ninh Binh province to review the responsibilities of relevant collectives and individuals through the periods in performing assigned duties and responsibilities, advising, proposing, and managing, allowing limitations, shortcomings, and violations to occur.
Based on the review results, the Chairman of the Provincial People's Committee shall handle responsibilities according to authority or recommend competent authorities to review and handle responsibilities for collectives and individuals according to regulations. During the implementation process, if signs of criminal law violations are detected, they will be transferred to the investigation agency for handling according to the provisions of law.
The Government Inspectorate also requested the People's Committee of Ninh Binh province to specifically review the implementation of the contents and items of the project to build infrastructure for Trang An eco-tourism area, the component project to build infrastructure for Bai Dinh pagoda mountainous area and related component projects to ensure strict management in accordance with regulations.
