The National Assembly has passed the Law amending and supplementing a number of articles of the Law on Citizen Reception, Law on Complaints, and Law on Denunciations. This Law takes effect from July 1, 2026.
This Law has amended and supplemented Article 25 of the Law on Complaints. Accordingly, the authority of Chief Inspectors at all levels and heads of units assigned to advise on resolving complaints is stipulated as follows:
Helping heads of state management agencies at the same level conduct inspections, verifications, conclusions, and recommendations on complaint resolution under the authority of heads of state management agencies at the same level when assigned.
Helping heads of state management agencies at the same level monitor, inspect, and urge agencies under the head's direct management in resolving complaints and enforcing legally effective complaint resolution decisions.
In case violations of the law on complaints are detected causing damage to the interests of the State, the legitimate rights and interests of agencies, organizations, and individuals, it is proposed to the head of the state management agency at the same level or proposed to the competent person to apply necessary measures to terminate the violation, consider responsibility, and handle the violator.
This Law also supplements Clause 6 after Clause 5, Article 30 of the Law on Complaints such as: In case the complainant has been invited to dialogue but does not participate in dialogue without a valid reason, the complainant will continue to resolve the complaint.
The Law amends and supplements Clause 3, Article 63 as follows: The Inspectorate of the Ministry of National Defense, the Inspectorate of the Ministry of Public Security, the State Bank Inspectorate, the Cipher Inspectorate, and the Inspectorate of provinces and centrally-run cities are responsible for assisting the Heads of state management agencies at the same level in managing complaint resolution work within the scope of their agency's management.
For Ministries without Ministry Inspectors, specialized agencies under Provincial-level People's Committees, and Commune-level People's Committees, the unit assigned to advise on complaint resolution shall assist Heads of state management agencies at the same level in managing complaint resolution work.
