More than 3,800 people have been granted land
Implementing the policy of the People's Committee of Quang Binh province (old) on arranging residential land and production land for people in Hai Ninh commune, the People's Committee of Quang Ninh district (old) has implemented a plan to allocate production forest land associated with forest allocation to 4,106 individuals.
On August 29, Vice Chairman of Ninh Chau Commune People's Committee (Quang Tri Province) Tran Van Lai said that he had completed the issuance of land use right certificates, allocated land in the field to 111/115 plots, with an area of 202.9/213.8 hectares, and granted certificates to 3,887 individuals.
In Tan Hai village, 16/17 plots were allocated to 590 individuals; in Coa Thon village, 34/36 plots were allocated to 1,134 individuals; in Xuan Hai village, 12/13 plots were allocated to 399 individuals; in Hien Trung village, 14/14 plots were allocated to 553 individuals; in Tan Dinh village, 35/35 plots were allocated to 1,211 individuals.
According to the Vice Chairman of Ninh Chau Commune People's Committee, there are still 176 individuals from 50 households who have not submitted applications for land allocation or forest allocation, related to 4 plots of land with an area of 6.55 hectares. The People's Committee of the commune said that some certificates still have errors in personal information, and will continue to review and adjust them in the coming time to ensure the rights of the people.
Notably, according to Decision 2545/QD-UBND dated June 27, 2025 of the People's Committee of Quang Binh province (old), the area of production forest land allocated to the people has been adjusted from production forest land to other agricultural land, in order to meet actual agricultural needs.
Proposal for shortcomings
The current problem is concentrated in the remaining 176 individuals. Although previously they did not submit their applications on time (according to the announcement of the People's Committee of Quang Ninh district and the People's Committee of the old Hai Ninh commune until May 30, 2025), many households have expressed their desire to receive the land.
On July 25, 2025, Ninh Chau Commune People's Committee organized a dialogue with a group of related households. Of which, 11 50% of households, corresponding to 46/176 individuals, have changed their views and wish to continue to be allocated land and production forests.
In this situation, the People's Committee of Ninh Chau commune reported to the Standing Committee of the Commune Party Committee for comments and proposed that the Provincial People's Committee consider allowing continued allocation of production forest land to the remaining individuals in need. According to the plan, people will submit petitions at the remaining 4 plots of land (No. 1486, 1513, 1523, 1467, map sheet 12, area of 6.55 ha).
The Commune People's Committee affirmed that the handling is necessary promptly to both ensure the legitimate rights of the people and maintain stable security and order in the area.
Previously, as reported by Lao Dong Newspaper, Hai Ninh Commune (Quang Ninh District) now Ninh Chau Commune (Quang Tri Province) is one of the localities affected by environmental incidents caused by wastewater from Formosa Ha Tinh Company since April 2016.
After that, Formosa supported the people. The local government has issued notices to grant land for people to cultivate. Although the local government has issued a document guiding the preparation of land allocation dossiers since 2021, the land allocation has been delayed.
On April 22, the People's Committee of Quang Binh province (old) issued a decision on supporting funding for measuring and measuring forest reserves, marking land allocation, planning, and reviewing planning for the People's Committee of Quang Ninh district.
Quang Binh province (old) allocated VND 2.6 billion from the source " planning capital, granting of land use right certificates, funding for determining infrastructure costs for projects, funding for implementing land use right auction procedures" in the provincial budget estimate.
Quang Binh province (old) also assigned the People's Committee of Quang Ninh district (old) to be responsible for using the funds for the right purposes and conducting financial settlement according to the prescribed regime.
