Vice Chairman of the City People's Committee Truong Viet Dung has just signed and issued Official Letter No. 6379 dated December 3, 2025 on the implementation of Official Dispatch No. 220 dated November 18, 2025 of the Prime Minister on focusing on completing the implementation of plans to cut and simplify administrative procedures and business conditions in 2025.
Regarding institutional improvement, the Vice Chairman of Hanoi requested the city's departments, branches and sectors to urgently review and advise on amending regulations that are not suitable for the implementation of administrative procedures regardless of administrative boundaries and deploy full online public services such as: requirement to submit original documents; requirement to submit administrative procedures at the place of residence or the place of headquarters or the place of issuance of first-time administrative procedure settlement results; requirement to be present at the settlement site to sign the results.
Regarding the provision of online public services and the implementation of administrative procedures regardless of administrative boundaries: The City Public Administration Service Center presides over and coordinates with the City's Departments, branches and sectors to focus on implementing tasks and solutions to restructure the process and provide online public services on the National Public Service Portal in accordance with the goals and requirements in Plan No. 02-KH/BCDTW of the Central Steering Committee.
At the same time, preside over and coordinate with the city's departments, branches and sectors to complete 100% of administrative procedures related to enterprises online, smoothly and effectively, minimizing paperwork in 2025.
Upgrade the Information System for handling administrative procedures to meet digital requirements, carry out administrative procedures regardless of administrative boundaries throughout the city and implement a 2-level local government organization model in December.
Focus on reviewing and adjusting internal processes and electronic processes of administrative procedures to meet the implementation of administrative procedures regardless of administrative boundaries, completing the goal of 100% of administrative procedures being carried out regardless of administrative boundaries within the city.
