On the afternoon of November 20, Buon Kuop Hydropower Company (Dak Lak province) announced the operation and regulation of Buon Kuop reservoir.
According to the announcement, there will be heavy rain in the upstream of the Serepok River, with some places experiencing widespread heavy rain. Therefore, the Buon Tua Srah reservoir is regulated with the largest total flow of about 1,340 m3/s.
The water flow to Buon Kuop reservoir (downstream of Buon Tua Srah) is currently increasing; the flood peak is forecast to reach 1,800-1,900 m3/s in the early morning of tomorrow (November 21).
It is forecasted that in the next 6-12 hours, floods on the Krong Ana River and the lower reaches of the Serepok River will continue to rise. In the next 12-24 hours, floods on the Krong Ana River are likely to exceed alert level 3; downstream floods on the Serepok River will peak and gradually decrease.
According to Buon Kuop Hydropower Company, Buon Kuop reservoir has a small capacity, unable to reduce floods. Therefore, the reservoir must be regulated so that the total discharge flow is balanced with the arrival flow to ensure proper operation.
It is expected that from 8:00 p.m. on November 20 to 2:00 p.m. on November 21, Buon Kuop Lake will release overflow from 1,500-1,600 m3/s (excluding maximum motorbike runs of 300 m3/s).
With this flow, Buon Kuop Hydropower Company believes that the downstream area from the Buon Kuop reservoir spillway to the head of the Hoa Phu Hydropower reservoir may be flooded. The water level is forecast to be 0.5-2 m higher than the 2020 discharge.
In order to ensure safety for the project and downstream areas, while complying with the operating procedures, the unit requested that the authorities notify people in downstream areas to proactively prevent them.
Previously, on November 19, the Song Ba Ha Hydropower Plant in Dak Lak regulated the release of water with 13,000 m3/s, causing a downstream area to be heavily flooded.
According to the report of the Dak Lak Provincial Civil Defense Command, the flood from September 15 to now has caused a lot of damage to the locality. As of 11am on November 20, the province recorded 16 deaths (mainly in the eastern area of Dak Lak province), 3 people missing.
