Unifying the structure of laws, ensuring effectiveness
On the afternoon of November 20, Minister Nguyen Kim Son explained the opinions of delegates at the discussion session on the draft resolution and three laws related to education.
According to the Minister, today's session is an occasion for the education sector to be congratulated, to listen to many songs about the profession and listen to very touching shares from the delegates.
The Minister emphasized that the duties of teachers are both glorious and heavy, requiring a lot of effort. The glory and nobleness of the profession did not come naturally, nor did it not naturally last forever, and did not come from unconditional favor, but from the efforts of each teacher.

Regarding the amendment of the three laws on Education, Higher Education and Vocational Education, the Minister said that the Ministry has established a unified steering committee to review comprehensively, limit overlap, and ensure connectivity between laws. In which, the Minister emphasized that the Education Law plays a fundamental role; the remaining laws are specific in each level and field.
Regarding standard, the Education Law establishes a common standard, while higher education and vocational education will have separate standards suitable for the specific characteristics of each field.

Similarly, the concept of teacher also has a common content between the Law on Education and the Law on Teachers, but teachers in vocational education have differences compared to high school and university.
According to the Minister, this difference lies in a unified and compatible whole.
One of the issues that attracted attention at the discussion session was the regional university model, in which the delegate gave the example of Thai Nguyen University. The Minister analyzed that regional universities play an important role in human resource training and scientific research; the Party's policies all require developing national universities and regional universities into strong entities, playing a leading role in the national education system.
However, if the reality shows that the regional university model is still inadequate, especially in the "intermediate stage", it is necessary to survey and evaluate carefully. The Minister said that Resolution No. 71-NQ/TW will be used to determine where the intermediate stage is located.
The Minister also raised the issue that some regional universities currently have nearly ten dispersed member institutions, which goes against the spirit of reducing focal points, avoiding dispersation according to Resolution 71-NQ/TW. If we continue to "ai rong" the model, it can lead to dozens of small, uncoordinated units. Therefore, the Ministry will carefully consider to find a suitable structure, avoid cumbersome management but still ensure consistency and efficiency in the operation process.
There has never been a policy to bring universities under the Ministry of Health to the Ministry of Education and Training
The training programs for specialists under the management of the Ministry of Health, including professional content, capacity standards, clinical practice conditions, etc. The training of specialists I, II, III is still implemented by the Ministry of Health.
In the draft revised Law on Higher Education, Article 8, Clause 2, Point d reads: Intensive training program in the field of health science with the title of resident doctor, specialist doctor managed by the Ministry of Health. The Minister affirmed: The Ministry of Education and Training does not manage this content and has never had a policy of bringing universities under the Ministry of Health under the Ministry of Education and Training.
Currently, for other training programs in the field of medicine and pharmacy, the Department of Science, Technology and Training (Ministry of Health) develops program standards; professional contents are completely under the authority of the Ministry of Health.
The Minister emphasized the need to clearly distinguish State management of education from professional management. The Ministry of Education and Training implements State management through legal documents, instructions and standards; this does not contradict the specialized unit's deep professional management.
We work according to principles and are responsible for those principles, said the Minister.
Minister Nguyen Kim Son shared that education and training is not only the task of the education sector or the teaching staff.
We are increasingly aware that institutions are a resource; the support of the National Assembly is an important resource to help education and training develop breakthroughs - the Minister conveyed.
