According to statistics from the Ministry of Construction, the damage from storm No. 10 is as follows:
Road sector: As of 4:00 p.m. on September 28, 2025, storm No. 10 is preparing to make landfall, traffic situation as follows:
Routes are congested: Ha Tinh province: National Highway 8C has a deep trough of km133+304/National Highway 8C flooded with an average of 60cm, causing traffic congestion, the unit has arranged signs and guards at both ends to ensure traffic safety. It is expected to reopen to traffic by 7:00 p.m. on September 28, 2025.
Maritime sector: At 05:45 on September 28, 2025, the Vietnam Maritime and Waterway Administration received information from the Quang Tri Maritime Port Authority about 02 fishing vessels with registration number BV 4670-TS and fishing vessels with registration number BV 0042-TS (Citizenship: Vietnam; Number of people on the vessel: 11 crew members) in distress in the Cua Viet channel area (01 vessel was completely sunk at the location with coefficient 16°54'25N, 107°11'52E; 01 vessel ran aground, broken captaincy, water overflowed into the vessel at the location with coefficient 16°54'37N, 107°11'39E).
Immediately after receiving information about the incident, the Vietnam Maritime and Waterway Administration directed the Quang Tri Maritime Port Authority to closely coordinate with the Border Guard of Cua Viet Port, local authorities and relevant agencies and units to deploy search and rescue work for the crew members in distress.
As a result, 08 crew members on the fishing boat that ran aground, broke the boat's sides, and water overflowed onto the boat at the coordinates 16°54'37N, 107°11'39E were rescued and brought to shore safely; 03 crew members on the fishing boat that completely sank at the coordinates 16°54'25N, 107°11'52E are still missing.
Statistics and inspections of vessels under the management of Maritime Port Authorities are as follows (as of 15:00 on September 28, 2025):
In the management area of the Maritime Port Authorities: Quang Ninh, Hai Phong, Thai Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Thua Thien Hue, Da Nang, Quang Ngai and 02 foreign-invested port Authorities of Region I, Region II: there are 670 vessels, including 264 seaports and 406 inland vehicles with VR-SB (PTTND) level.
All of these vessels have been continuously provided with information about the situation of storm No. 10 in the East Sea by the Maritime Port Authority, Inland Waterways Port Authority, and the Vietnam Coastal Information Station system so that these vessels have appropriate disaster prevention and control plans.

The Hai Phong Seaport area has 129 ships (72 ships, 57 PTTND).
The Thai Binh and Nam Dinh Seaport areas have 22 ships (13 seaports and 09 PTTND).

The Quang Tri Seaport area has 69 ships (01 ships and 68 PTTND).
Thua Thien Hue Seaport area has 12 ships (0 ships and 12 PTTND).
The Da Nang Seaport area, Quang Nam has 65 ships (15 ships and 50 PTTND).
The Quang Ngai Seaport area has 105 ships (35 ships and 70 PTTND).
The KV.I International Port Area has 35 ships (14 seaports and 21 motorboats).
The KV.II International Airport area has 16 ships (02 ships and 14 PTTND).
Railway area: At Km 466+610 (in the male tunnel No. 5, Lac Son - Le Son section), rocks fell from high mountains onto the railway at railway bridge No. 50 breaking 01 sleeper and deforming 01 P43 railway bar, L=12.5m on the right side of the route.
At tunnel No. 6 (Km 725+210), the stone tunnel wall built in compartment 18 (left of the route) was blown open by a large area, with rocks and mortar falling down, causing a risk of widespread landslides, not ensuring safety for trains.
The unit blocked the area to organize rescue and block the road at 1:00 p.m. on September 28, rescue and return of the road at 2:20 p.m. on September 28. In addition, many compartments have water seeping through, flowing strongly on the walls and the tunnel arch.
Aviation sector: Da Nang International Airport currently has 8 cancellations, 51 delays, 6 changes to the reserve airport landing route, and 17 flights waiting.
Phu Bai International Airport has 28 canceled flights.
Dong Hoi Airport has 2 canceled flights.
Tho Xuan Airport has 4 canceled flights, 6 flights are flying early.
The Ministry of Construction directs agencies and units to be on duty 24/7 and closely monitor the situation and direction of storm No. 10 to have timely response plans.
According to the National Center for Hydro-Meteorological Forecasting, storm No. 10 (Bualoi) is a storm that moves very quickly (nearly double the average speed), strong storm intensity, wide range of influence, can cause the combined impact of many types of natural disasters such as strong winds, heavy rain, floods, flash floods, landslides and coastal flooding.
From about 10pm tonight to 1am tomorrow morning, the storm's eye will make landfall from Nghe An to Bac Quang Tri, with an intensity of about level 10-12, gusting to level 15. Notably, the time for storms to stay on land is quite long. By 10:00 a.m. tomorrow morning, the storm will still maintain level 8, located in the western area of Nghe An province.
