Removing land obstacles, supporting the project
The Hoa Lien - Tuy Loan Expressway, a key project of the North - South Expressway in the East, is in the final stage. According to Mr. Phan Van Ton, Chairman of the People's Committee of Hoa Vang district, the main expressway line of nearly 11.5km has been completely handed over. However, the 20km parallel service road has only been handed over 19.43km, and more than 20 dossiers are still stuck.
In that situation, the Ho Chi Minh Road Project Management Board has proposed that Da Nang City direct Hoa Vang District to urgently complete procedures for compensation payment, support, and resettlement arrangement for the remaining households, and at the same time request the locality to take stronger and more drastic measures to request the people to hand over the remaining 500m of land in March.
The Ho Chi Minh Road Project Management Board said that it has completed the contractor selection procedures and is ready to start construction of resettlement area No. 1 in March. For the remaining 2 resettlement areas, procedures are being urgently implemented, ensuring completion in 2025.
Previously, during the project inspection on March 13, Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh requested Hoa Vang district and related units to complete the handover of the entire site before March 29. After this time, if the households have not yet handed over, they will be handled according to regulations.
Lack of construction materials
The Ho Chi Minh Road Project Management Board has proposed the People's Committee of Da Nang City to consider and approve the increase in the capacity of Truong Ban quarry to 200,000m3 to ensure a stable supply for the project.
The Management Board proposed to take advantage of the available material sources at the Nam Da Son II stone quarry of Phu My Hoa Company Limited, which currently has about 600,000m3 of harvested stone and is requesting an extension of exploitation. Propose that the city allow the quarry to sell stone collected as construction materials for the expressway project and continue to exploit to provide stone for the La Son - Hoa Lien expressway expansion project.
Some actual materials that contractors buy from mines have higher prices than local price announcements. This needs to be inspected and reviewed by competent authorities to avoid price increases, causing difficulties for construction units.
Deputy Prime Minister Nguyen Hoa Binh has agreed with this proposal and requested Da Nang to coordinate with Military Region V to complete the necessary procedures so that the Southern Da Son II quarry can supply stone for the project.
The Hoa Lien - Tuy Loan Expressway project has a total length of 11.47km, passing through Da Nang city. The project started in September 2023 and is expected to be completed in November 2025, however, the Government aims to shorten the completion progress to August 2025. The total investment of the project is 2,112.985 billion VND.
