12 households stuck in land clearance
The Hoa Lien - Tuy Loan Expressway project has a total route length of about 11.5km, passing through 3 communes of Hoa Lien, Hoa Son and Hoa Nhon in Hoa Vang district, Da Nang city, including 6 lanes in the completion phase and 4 lanes in the investment phase.
The total investment of the Hoa Lien Expressway project is over VND 2,112 billion, of which the cost of compensation for site clearance including contingency is VND 951 billion. The project implementation period is from 2021 to 2025. The total land area to be recovered is about 60.7873 hectares, about 600 households are affected and the number of resettled households is about 272 households.
The representative of the Ho Chi Minh Road Project Management Board (project investor) said that the Hoa Lien - Tuy Loan Expressway project has so far completed site clearance of 11.43km, reaching 99.7%. However, in reality, there is still about 0.57km of the main route that has not been cleared, involving 12 households, along with 1.2km of service roads and crossroads that have not been compensated.
Regarding resettlement, Da Nang City is currently implementing procedures to build 3 resettlement areas to serve the project. Resettlement area No. 1 in Hoa Nhon commune is expected to start construction in the first quarter, the remaining 2 resettlement areas are carrying out planning procedures and are expected to start construction in the second quarter.
The total land clearance capital for 2025 has been allocated by the Ministry of Transport at 479.8 billion VND to complete all items of the land clearance sub-project, mainly the value to implement 3 resettlement areas.
The project management board recommends that Da Nang City continue to complete the site clearance for the remaining part of the project. Complete 3 resettlement areas to ensure the disbursement of all allocated capital for site clearance, and increase the capacity of Truong Ban quarry to meet the needs of the project.
Mr. Ta Gia Manh Hung, Director of Hoa Lien - Tuy Loan Expressway Project, said that if the site handover is completed in February, the project will be technically open to traffic by August 30 according to the Prime Minister's direction.
In early February, Secretary of the Da Nang Party Committee Nguyen Van Quang inspected the construction site and asked the units to take advantage of favorable weather to speed up the progress to complete the project soon. Secretary of the Da Nang Party Committee Nguyen Van Quang said that the Hoa Lien - Tuy Loan Expressway is very meaningful for the development of the country, as well as for the city, and at the same time requested the People's Committee of Hoa Vang district to soon complete the site clearance of the project to hand over to the construction unit in February.
“We need to take advantage of the beginning of the year, when the weather is favorable, for construction units to make efforts to speed up progress. Ensure that the main route is open by August 30 and the entire route is open by December 30,” Mr. Quang requested.
Da Nang plans to manage Tuy Loan intersection
The Government Office has just issued Official Dispatch No. 865/VPCP-CN on investment in the construction of Tuy Loan intersection under the Da Nang - Quang Ngai Expressway project. This intersection is expected to be assigned to the Da Nang City People's Committee for management.
Under the direction of the Party Central Committee member and Deputy Prime Minister Tran Hong Ha, the Ministry of Transport will adjust the Da Nang - Quang Ngai expressway project to separate the Tuy Loan intersection from the main project. This adjustment will be carried out in accordance with legal regulations and the authority of the Ministry. The Ministry of Transport will also coordinate with the Da Nang City People's Committee to submit to the Prime Minister to assign the management agency of the Tuy Loan intersection. This is expected to be completed this February.
The proposal to separate Tuy Loan intersection was made by the Ministry of Transport in Document No. 408/BGTVT-KHDT dated January 13, 2025 to create conditions for the People's Committee of Da Nang City to invest in the construction of this intersection on a complete scale. Regarding funding, the Ministry of Finance will preside over and coordinate with the Ministry of Planning and Investment to propose a source of central budget support, implementing according to the direction of the Prime Minister.
