Tuyen Quang is implementing a series of projects with a total investment of thousands of billions of VND. By December 19, it is expected that 20 projects and works will simultaneously break ground, start construction, and be inaugurated to celebrate the 14th National Party Congress.
Recorded by PV in the last days of November 2025, at the construction site of key projects such as Tuyen Quang - Ha Giang Expressway, Provincial General Hospital... hundreds of workers and machinery are being mobilized to carry out construction. Some main items have been basically completed. However, the shortage of materials has caused difficulties for some projects, with the risk of not ensuring progress.
At the Tuyen Quang - Ha Giang Expressway Project (phase 1), the project is over 104 km long, with a total investment of VND 13,800 billion. According to the report of the Department of Finance, as of November 24, the project section through Tuyen Quang province (old) had a total accumulated construction value of VND 2,415.09/4,651.16 billion, reaching 52% of the contract value, 18% behind schedule.

Of which, the two key packages 19 and 53 of the project are entering the final stage. However, the shortage of construction materials has affected the construction speed of the items.
According to Mr. Vu Ngoc Oanh - Commander of Package 19, the unit has mobilized 241 vehicles, machinery and nearly 300 engineers, carrying out 17 construction projects, with the goal of completing the section from: Km0+00 - Km3+875.89 and from Km10+255.91 - Km23+00 by mid-December to connect to the entire route.
Up to now, the project of extending the civil traffic, box culverts running along the route is having to be constructed at a low level. The reason comes from the fact that the contractor providing commercial concrete cannot supply due to lack of materials.
During the roadbed construction process, units were forced to take advantage of materials when opening the route to save materials.

The shortage of construction materials also affects packages 20, 21, and 24. Mr. Pham Dac Dien - Commander of package 20 (from km 23 -): said that the unit is constructing the roadbed and crushed stone aggregate.
Currently, the supplier only meets about 50% - 60% of the demand. The scarcity of construction materials has led to increased prices, the price of various types of crushed stone has doubled compared to the initial estimate, greatly affecting the construction progress.
The shortage of materials also affects key projects such as: Tuyen Quang General Hospital Project; Project to build a road from My Lam Mineral Spring Tourist Area to National Highway 2D connecting to Tuyen Quang - Phu Tho Expressway.
Mr. Hoang Duy Hiep - Head of Business Department, Tan Ha Industrial Joint Stock Company said that although he has signed a contract in principle to supply common construction materials in the form of raw materials and commercial concrete to construction contractors, the materials are currently very scarce.

By mid-November, the unit had only been able to supply commercial concrete to a number of contractors, while gravel - the material for handling the roadbed - still owed.
To solve this situation, the Department of Natural Resources and Environment of Tuyen Quang has advised the province to approve 4 mines (3 limestone mines, 1 sand mine) in the area where mineral exploitation rights are not auctioned to provide raw materials for the Tuyen Quang - Ha Giang expressway project.
Up to now, the two mines have completed the exploration and approval of reserves, and are completing the economic and technical report. It is expected to complete and submit a mineral exploitation license in November. The Department has also advised the province to have a mechanism to regulate the supply of construction materials from the mines to serve the construction needs of contractors.
