The Traffic Police Department - Hanoi City Police informed that from October 15 to October 17, 2025, at the National Convention Center (No. 2 Thang Long Boulevard, Tu Liem Ward), the 18th Congress of the Hanoi Party Committee, term 2025 - 2030, Hanoi City Police will route traffic and organize the following directions for vehicles:
Time of organizing temporary ban and restriction of vehicles
From 13:00 to 14:30 and from 16:00 to 18:00 on October 15, 2025;
From 06:30 to 08:30 from 10:30 to 14:30 and from 16:00 to 18:00 on October 16 and 17, 2025.
Routes temporarily banned, vehicles restricted
Temporarily ban trucks with a total designed weight of 1.5 tons or more, passenger cars with 16 seats or more (except for buses, garbage collection vehicles, incident handling vehicles, vehicles with protection badges, vehicles of the Public Security and Military forces and other priority vehicles as prescribed by law) and limit other vehicles participating in traffic on some routes:
Duy Tan, Pham Van Bach, Tran Thai Tong, Duong Dinh Nghe, Pham Hung (from Me Tri to Thang Long Avenue), Tran Duy Hung, Do Duc Duc, Mieu Dam of Thang Long Avenue service road (from Pham Hung to the Provincial Road 70 overpass).
During the above time, Hanoi City Police organized directions for vehicles to go around, avoid temporary ban areas, and limit vehicles as follows:
Vehicles from Thang Long Bridge go towards Thang Long Avenue: follow Pham Van Dong - Ho Tung Mau - Cau Dien - National Highway 32 - Provincial Road 70 - to Thang Long Avenue and vice versa.
Vehicles from Thang Long Bridge to Thanh Tri Bridge: follow the elevated Ring Road III and vice versa.
For other routes and vehicles, comply with regulations on the operation of vehicles in Hanoi, issued under Decision No. 06/2013/QD-UBND dated January 25, 2013 of the Hanoi People's Committee (amended and supplemented in Decision No. 24/2020/QD-UBND dated October 2, 2020 of the Hanoi People's Committee) and other adjustment documents of competent authorities.
Hanoi City Police require all vehicles participating in traffic to be self-conscious, strictly comply with the Law on Road Traffic Order and Safety and follow the instructions and traffic flow of the authorities;
When encountering priority vehicles that are giving priority signals to go on duty, they must urgently change direction to the nearest level crossings and intersections according to the instructions of the authorities to give way to the priority vehicle group.
At the same time, it is recommended that the Department of Construction base on the traffic diversion notice to direct functional units to adjust the route of passenger bus routes, limiting operations on the routes according to the notice.
Hanoi City Police announces that all traffic participants know, comply, choose a suitable travel route and support the police force to complete their tasks.
