On January 12, information from the Nghe An Department of Construction said that the unit had just issued a document providing official information related to the policy of building the Nghe An Provincial Administrative Center, which affirmed that the project is currently in the stage of researching, preparing and adjusting related plans, and has not specifically determined the investment scale, capital sources and implementation progress.
According to the Department of Construction, the construction of the Provincial Administrative Center is assigned by the People's Committee of Nghe An province to research and propose a location that ensures synchronization with the orientation of urban space development, meeting administrative reform requirements, convenient traffic connection, having a suitable land fund and minimizing compensation and site clearance costs.
After reviewing, the Provincial People's Committee approved the study of the land along Vinh - Cua Lo Avenue, in Vinh Loc ward and Dong Loc commune to plan the Provincial Administrative Center. To have a complete legal basis for implementing the next steps, the Provincial People's Committee assigned the Department of Construction to organize the preparation of local adjustments to the types of planning in the above area, ensuring synchronization between levels of planning.
Currently, the Department of Construction is deploying the preparation of partial adjustments to the General Plan of Vinh City to 2030, with a vision to 2050, and at the same time building the Sub-area Plan on both sides of Vinh Avenue - Cua Lo in the area that has been approved for research. In parallel, the Department of Construction coordinates with relevant agencies to study and propose plans to arrange agencies and units to be built in this area.
Based on the agency arrangement plan, the Department of Construction will determine the investment scale, investment capital and implementation progress to ensure feasibility. After the planning is approved and the investment plan is agreed upon, the Department of Construction will advise the Provincial People's Committee to direct relevant agencies to carry out procedures for investment, land and construction in accordance with legal regulations to implement the project.
Previously, on January 9, 2026, Nghe An Provincial People's Committee issued a document directing relevant departments, branches and localities to deploy procedures for building the Provincial Administrative Center. Accordingly, Mr. Bui Thanh An, Standing Vice Chairman of the Provincial People's Committee, assigned the Department of Construction to coordinate with departments: Finance, Agriculture and Environment and Vinh Loc Ward People's Committee, Dong Loc Commune to seriously implement the direction of the Steering Committee for key projects and works, ensuring the conditions for starting construction of the Provincial Administrative Center in the first quarter of 2026.
