The Office of the Hanoi People's Committee has just issued a document announcing the conclusion and direction of Chairman of the Hanoi People's Committee Tran Sy Thanh at the meeting to consider resolving difficulties and problems related to planning work on February 7, 2025.
Regarding the study and organization of district general planning, the City People's Committee assigned the People's Committees of districts to continue reviewing and completing district general planning projects until 2045 (based on the volume of district construction planning projects that have been implemented, limiting the generation of funding, avoiding waste). The Department of Planning and Architecture conducts appraisal in parallel and submits to the City People's Committee for approval of tasks and general planning projects for districts immediately after the 2024 Law on Urban and Rural Planning takes effect (submitting to the City People's Committee for approval in July 2025).
Research for districts with over 50% of the natural area in urban development areas (Thuong Tin, Dan Phuong, Me Linh districts, ...) and districts with national tourist areas located entirely within the district administrative boundary (My Duc district) does not have to establish a general district plan (according to the provisions of the Law on Urban and Rural Planning in 2024). For the area in the urban development area that is planned as a town or an urban subdivision plan, the remaining area is planned as a commune, ensuring compliance with the orientation of the adjustment of the Capital Master Plan approved by the Prime Minister in Decision No. 1668/QD-TTg dated December 27, 2024.
For towns, areas within the scope of urban development and remaining functional areas are implemented according to the provisions of the Law on Urban and Rural Planning 2024.
The City People's Committee requests the People's Committees of Dong Anh, Gia Lam, Thanh Tri, Hoai Duc, and Dan Phuong districts to urgently deploy the organization of the preparation and synchronous adjustment of urban zoning plans, ensuring the conditions and criteria for completing the District Construction Investment Project into a District; report to the Department of Planning and Architecture for appraisal and submit to the City People's Committee for approval in July 2025.
The City People's Committee assigned the Department of Planning and Architecture to submit a document and advise the City People's Committee to issue a decision to direct the implementation of the resolution of the above difficulties and problems; report and submit to the City People's Committee before February 15, 2025.
Assign the Department of Natural Resources and Environment to urgently coordinate and complete survey and measurement records and maps of the current terrain to serve the work of organizing the above plans.
Assign the Office of the City People's Committee to preside over and review the contents of authorization of administrative procedures in the field of investment in public investment projects and non-budget investment projects; report to the City People's Committee in February 2025.
