The project to invest in the construction of Ring Road 3.5 section from Thuong Cat bridge to National Highway 32 is a group B project, a special-grade project.
The total length of the route is 3.5km, cross-section 60m. The starting point is at the intersection with the current Ky Vu road; the ending point is at the intersection with National Highway 32.
Total investment of 1,495 billion VND (construction cost is 683.853 billion VND). Implementation time from 2023-2026.
According to the Hanoi Traffic Construction Investment Project Management Board, the total area to be cleared for project implementation is 25.4167ha (Thuong Cat ward: 6.0167ha; Tay Tuu ward: 13.68ha, O Dien commune: 4.22ha; Hoai Duc commune 1.5ha).
To date, localities have recovered 19.0814ha, reaching 75%.
Thuong Cat ward has handed over 6.0167 ha/6.0167 ha of land, reaching 100%.
Hoai Duc commune has recovered 1.5ha/1.5ha, reaching 100%.
Tay Tuu ward has handed over 9.29/9.29ha of agricultural land, reaching 100%; residential land, organizational land and Lai Xa industrial park land of about 4.38ha are expected to be handed over in July 2026.
O Dien commune, the total recovered land area is 2,267ha, the commune has organized payment, the Project Management Board has contacted to receive the site. For the remaining area of 1.95ha belonging to Tay Tuu's land transferred, the Commune People's Committee is continuing to carry out site clearance work.
Regarding construction work, the implemented volume reached 1.5% compared to the contract. Currently, on the land area that has been handed over from the ward and commune People's Committees, construction contractors are clearing the ground to start construction.
However, according to the Project Management Board, currently, on the handed-over land, the road to construction is very difficult because households have not demolished or moved crops and technical infrastructure works.
Notably, in the area of the handed-over site of Thuong Cat ward, many households (60 households/184 households) do not allow contractors to bring machinery and equipment to construct the project (the Project Management Board has sent a document to Thuong Cat ward requesting coordination in the work of deploying site recovery to serve construction).
The Project Management Board also requested Tay Tuu Ward and O Dien Commune People's Committees to accelerate the progress of land acquisition and site clearance so that contractors can construct the project items.
