Nearly 147 billion VND residential road project
The investment project to build Hai Phong road (from road 353 to Hai Phong intersection), Hoa Nghia ward, Duong Kinh district was approved by the 16th Hai Phong City People's Council at the 6th session on July 20, 2022.
The goal of investing in the route is to meet the transportation needs of the people in the area and surrounding areas, gradually meeting the criteria of grade-I urban areas according to Decision No. 2392/QD-UBND dated 5.12.2013 of the City People's Committee on approving the detailed planning of 1/2000 Duong Kinh district to 2025. The total project investment is nearly VND 147 billion from the city budget.
The Hai Phong route from Road 353 to Hai Phong intersection has a route length of about 915m, a roadbed width of 28m, a road surface of 15m, a sidewalk width of 2x5m, and a median strip of 3m. The project also completely constructs urban technical infrastructure works: rainwater drainage; wastewater drainage; lighting system; road signs according to current standards.
The project started in December 2023. After 15 months of implementation, up to now, the contractor has completed to the plastic concrete layer C19, the paragraph from km00+80 to km00+420 for the right and left of the line from Km00+80 to Km00+320. Rainwater and wastewater drainage systems have been completed from km00+80 to km00+420. The units finishing the pavement on both sides of the summer and the middle median and are working on the sidewalk on both sides and the lighting. The box of boxes at km0+60 through Hoa Nghia saline channel reaches 85% of the volume.
With the segment of Km0+420 to the end of the route, the contractor has constructed nearly 60% of the contract value. In particular, complete to the layer of asphalt layer lower layer C19 on the right of the line. The sidewalk has completed the bundle of pavements and pouring concrete. On the left of the contractor route, the construction of D600 wastewater drainage system and D800 surface drainage system.
Enforced site clearance for the project
The project is approved for implementation time of 2022-2024. However, in fact, by the end of March, 2025, the new ground clearance was basically completed. Specifically, the total area of land acquired land implementation is 27,446.7m2 related to 174 organizations, households and individuals. According to the People's Committee of Duong Kinh District, until March 27, 2025, there are 15 households and individuals using 19 land plots that have not agreed, have not complied with the movement of property and handing over the project. Therefore, the District People's Committee coercive land acquisition to hand over the ground to the contractor.
Currently, there is still a household that has not received compensation and handed over the site due to recommendations on the origin of the land proposed for legalization. Therefore, the local government continues to coordinate to propagate and mobilize people to promptly hand over the site. At the same time, complete the dossier to carry out compulsory recovery in case people do not comply
A representative of the Center for Land Fund Development and Project Management of Duong Kinh District said that immediately after handing over the entire site, the unit will urge contractors to focus on construction, striving to put the project into use in 2025.
