Faced with hundreds of fishing vessels unable to complete documents to receive fuel support due to lost connection to journey monitoring satellites, Quang Binh province is urgently completing a document recommending the Government to remove obstacles to support the people.
Mr. Le Ngoc Linh - Head of the Department of Fisheries of Quang Binh province - said that the unit is coordinating with relevant departments and branches to complete the submission to the Government, proposing to allow the maintenance of the support list for fishing vessels affected by unexpected technical problems.
Previously, on April 15, 2024, the Thuraya 3 satellite system, an intermediary unit providing VNPT fishing vessel monitoring services, had a problem, leading to a series of disconnections. The incident occurred on a large scale, seriously affecting fishing vessels in Bao Ninh commune (Dong Hoi city), which have a large output of offshore fishing.
According to Decision 48 of the Prime Minister, journey monitoring data is a mandatory condition for considering and approving fuel costs for fishermen. The lack of journey data makes it impossible for many fishing vessels to submit documents to receive fuel costs.
Lao Dong Newspaper has repeatedly reported on this situation. Of which, there are nearly 70 cases in Bao Ninh commune who cannot submit support documents due to lack of journey data.
Mr. Linh said that the Department of Fisheries is currently coordinating with the Department of Agriculture and Environment of Quang Binh province to complete the submission for the province to submit to the Government, requesting consideration and permission for vessels affected by lost satellite signals to remain on the support list.
Regarding the data issue, VNPT is updating data of affected vessels to the system to serve payment.
On the government's side, the Department of Fisheries will continue to closely coordinate with relevant units to ensure that support records are resolved quickly and to the right subjects. The local government also hopes that the Government will share and consider this special case as an force majeure incident, to support the people.
