Establishment of a Project Management Board under the commune level
On December 6, information from the Department of Home Affairs of Thanh Hoa province said that the unit had sent a document to the People's Committees of communes and wards in the area to review and report on the need to establish a Construction Investment Project Management Board (PMU) under the commune level.

Accordingly, the Department of Home Affairs requested the People's Committees of communes and wards to assess the necessity of establishing a Project Management Board regarding natural conditions, socio-economic conditions, development potential of the locality; current status of management of works and projects (total number of works and projects that have been and are being managed).
Expected annual investment from land auctions, works and projects from the provincial budget and other legal capital sources; total investment, project management costs, supervision costs, site clearance costs... In addition to the projects under implementation, localities need to forecast investment projects in the next 10 years based on the planning of the Central Government and the Provincial People's Committee to estimate the revenue of the Project Management Board if established.
The unit that prepared the estimated operating budget for the 2026 - 2030 period of the Project Management Board aims to demonstrate its autonomy in the coming time.
Based on practical requirements, localities balance revenue and expenditure sources to plan the organizational structure and number of employees of the Project Management Board; clearly state the personnel plan to ensure the operation of the apparatus as soon as it is established, including the minimum number, the number of deputy directors, the criteria for establishing departments, the capacity conditions of project management directors and those in charge of each professional field.

According to the investigation of Lao Dong Newspaper, the arrangement of construction investment planning committees in Thanh Hoa in the past has been somewhat "struggling", not yet finalizing the final plan.
On September 18, the Ministry of Home Affairs issued a document to the People's Committees of provinces and centrally run cities, requesting urgent review and development of a plan to reorganize public service units.
The Ministry of Home Affairs requires each province and centrally-run city to have no more than 3 Party Central Committee committees under the provincial People's Committee. Based on practical requirements, localities can establish inter-commune and ward management boards or commune-level management boards if necessary. Project Management Boards must operate under a financial autonomy mechanism.
Implementing the above direction, the Department of Home Affairs of Thanh Hoa has submitted to the Provincial People's Committee a plan to reorganize public service units and state-owned enterprises under its management. In which, the Department of Home Affairs proposed 3 options for arranging the Project Management Board.
However, at the regular meeting of the Provincial People's Committee in October 2025, these plans have not been approved. The Chairman of the Provincial People's Committee requested the Department of Home Affairs to continue to coordinate with relevant units to research and complete.
After that, the Department of Home Affairs continued to send documents to collect opinions from departments, branches and communes and wards to propose appropriate solutions. From the results of the consultation, along with referring to the model of many other localities, the Thanh Hoa Department of Home Affairs proposed to choose option 2 (while previously, in the submission on October 17, the Department had proposed option 3).
With the new plan, the arrangement of 26 regional LDA boards (corresponding to the old district-level LDA boards) cannot be finalized. Determining whether the regional LDA boards are under the provincial-level LDA boards or not will be considered when developing a detailed project.
It is known that to come up with a final plan, the Standing Committee of the Thanh Hoa Provincial Party Committee has recently concluded, assigning the Standing Committee of the Provincial People's Committee to carefully review the political, legal, practical and direction of the Central Government and the province to complete the arrangement plan. The completion date is before March 30, 2026.
