Initial information said that at the above time, Mr. Phan Van Tr. (born 1986, residing in Trai Tieu village, Dong Loc commune, Ha Tinh province) was driving car BKS 38C-229.xx (16-seater type), carrying 11 people, traveling in the direction of Nghe An - Hanoi.
