10 years of suffering from "sun, dust, and rain"
It has been more than 10 years of living, but Mr. Dang Cong Doi, Head of Group 3, Quan Nam 5 Village, Hoa Lien Commune, Hoa Vang District, Da Nang City still cannot live with peace of mind because of many roads in the Hoa Resettlement Area. Link 4 is full of potholes and has no asphalt carpet, and has no street name. After recent rains, many roads have become more muddy.
According to people living here, before the city had a policy of clearing land to carry out projects, households had accepted to cede their land for many generations. However, after receiving land to build houses in resettlement areas and building houses for more than a decade, the infrastructure system has not been fully invested, even though people have repeatedly petitioned the local government.
According to Mr. Phan Trong Dong: "When I returned to my new home, it was dusty in the sun. During heavy rains, the water could not drain, the roads were flooded and muddy." Ms. Trinh Thi Ha said, we have made many requests, the People's Committee of Hoa Vang city and district has issued documents directing the handling in 2023, but so far we have not seen implementation.
Will have plastic carpet in August
In a written response to voters' opinions in preparation for the 7th Session of the 15th National Assembly of the People's Committee of Da Nang City, the Department of Construction of Da Nang City said that for the technical infrastructure project of Hoa Lien 4 resettlement area - Phase 1, currently, the construction has completed 95% of the volume, the remaining part has not been treated for local subsidence and asphalt concrete mats.
The technical infrastructure project of Hoa Lien 4 resettlement area - phase 2 has been organized and implemented since 2011. Up to now, most of the roads are paved with asphalt concrete, and the project is completed at 86% of the volume.
There are currently 9 branch sections that are not covered with asphalt concrete. Construction of the gravel road base for these items has been completed since 2015, but the asphalt concrete cover has not yet been applied due to waiting for subsidence and adjustment of the road surface level to suit reality. For the remaining 9 road branch sections, up to now, the subsidence has basically been completed, and the road surface elevation has been adjusted so that the asphalt concrete mat is completed.
The Department of Construction of Da Nang City has assigned the Project Management Board of Investment and Construction of Da Nang Civil and Industrial works to coordinate with the design consulting unit and related units to review and inspect. Check the actual elevation survey data on the current situation at the above road sections, get opinions from the People's Committee of Hoa Vang district and residents of the affected area on the proposal to adjust the road surface elevation according to reality.
Complete all procedures for adjusting the elevation of Hoa Lien 4 resettlement area - phase 2... and the asphalt concrete mat is expected to be completed before August 15.
