After the arrangement of commune-level administrative units of Tuyen Quang province in mid-2025, this locality currently has 124 commune-level administrative units, including 117 communes and 7 wards.
In comparison with the regulations on the minimum natural area of a commune in a mountainous area in Resolution 112/2025 of the 15th National Assembly Standing Committee being 100km2, Tuyen Quang province still has at least 51 communes and wards that do not meet this standard.
Among these, some communes have a natural area after the merger that is less than 1/2 of the regulated standard, typically Hong Son commune with an area of 44.22km2, Po Ly Ngai commune with an area of 49.34km2.
At the Conference to evaluate one year of implementing administrative unit arrangement at all levels in Tuyen Quang province (May 11, 2026), the data provided showed that at the commune level, the rate of early dossier resolution reached 99.21%.
The satisfaction rate of people and businesses in receiving and resolving administrative procedures reached 92.27% (as of April 30, 2026).
In many highland communes in the North of Tuyen Quang province, although the area and population are smaller than standard, the terrain is fragmented, the population is scattered and is frequently affected by natural disasters, leading to many difficulties for people's movement.
Therefore, whether to continue implementing the arrangement of commune-level administrative units or not is being carefully reviewed, studied and evaluated by this locality.
On September 10, informing PV, a leader of Tuyen Quang Provincial People's Committee affirmed that, up to this point, Tuyen Quang province has not had a policy to continue arranging commune and ward-level administrative units in the area.
Currently, the province is assigning specialized agencies to review, research, and evaluate based on the prescribed criteria.
In case of further arrangement, it must be based on consensus, unity, and correct implementation of policies, procedures, and regulations," the leader of Tuyen Quang Provincial People's Committee informed.
According to leaders of Tuyen Quang Provincial People's Committee, whether to continue arranging or not, the ultimate goal is still to promote the effectiveness of the apparatus, creating a space for sustainable development, not simply reducing the number of administrative units.
According to statistics from the Ministry of Home Affairs, there are currently 705 communes nationwide (21.23%) that have not met the standards. Among them, 17 units have not met both area and population standards, 529 units have not met area standards and 159 units have not met population standards.
This is said to disperse investment resources, increase management costs, while not fully promoting the advantages of scale to organize the provision of public services and implement socio-economic development tasks.
Resolution 112/2025/UBTVQH15 of the National Assembly Standing Committee stipulates the standards of commune and ward administrative units in Article 2 as follows:
1. Population size:
a) Mountainous communes with 5,000 people or more;
b) Communes in islands with 2,500 people or more;
c) Communes not belonging to points a and b of this clause with 16,000 people or more.
2. Natural area:
a) Mountainous communes from 100km2 or more;
b) Communes in islands from 15km2 or more;
c) Communes not belonging to points a and b of this clause from 30km2 or more.
