Thu Duc City, Binh Chanh in Ho Chi Minh City propose to merge wards and communes

Ho Chi Minh City - Thu Duc City proposed to merge 34 wards into 9 wards; Binh Chanh proposed to merge 16 communes and towns into 4 communes according to the two-level government model.

Implementing Conclusion 127/2025 of the Politburo and the Secretariat on implementing research and proposing to continue to reorganize the apparatus of the political system, Thu Duc City has proposed a plan to reorganize 34 wards in the area into grassroots administrative units.

Thu Duc City proposes 1 option: from 34 existing wards to be arranged into 9 administrative units (ADUs) at the grassroots level, reducing 23 ADUs at the commune level (67.64%). Of which, 5/9 newly granted grassroots units met the standards (55.55%).

Thu Duc 1 Ward: on the basis of merging the 5 wards of An Khanh, An Loi Dong, An Phu, Thao Dien and Thu Thiem.

Thu Duc 2 Ward: on the basis of merging the two wards of Hiep Binh Chanh and Hiep Binh Phuoc.

Thu Duc 3 Ward: on the basis of merging the 3 wards of Binh Chieu, Tam Binh and Tam Phu.

Thu Duc 4 ward: on the basis of merging the two wards of Linh Trung and Linh Xuan.

Thu Duc 5 Ward: on the basis of merging the 3 wards of Long Binh, Long Thanh My, Tan Phu.

Thu Duc 6 Ward: the ward is arranged on the basis of merging the 3 wards of Long Phuoc, Long Truong, Truong Thanh.

Thu Duc 7: on the basis of merging the 5 wards of Binh Trung Dong, Binh Trung Tay, Cat Lai, Thanh My Loi, Phu Huu.

Thu Duc 8 Ward: the ward is arranged on the basis of merging the 6 wards of Hiep Phu, Phuoc Binh, Phuoc Long A, Phuoc Long B, Tang Nhon Phu A, Tang Nhon Phu B.

Thu Duc 9 Ward: the ward is arranged on the basis of merging the 5 wards of Binh Tho, Linh Chieu, Linh Dong, Linh Tay, Truong Tho.

Binh Chanh District has also proposed a merger. According to the proposed plan stated in the report, Binh Chanh district will reorganize from 16 existing communes and towns into 4 grassroots administrative units, reducing 12 commune-level administrative units.

Commune 1 unit merged the two communes of Vinh Loc A and Pham Van Hai in the original state.

Commune 2 merged the three communes of Vinh Loc B, Le Minh Xuan and Binh Loi.

Commune 3 merged the 6 communes of Tan Kien, Tan Nhut, An Phu Tay, Binh Chanh, Tan Quy and Tan Tuc town in the same state.

Commune 4 merged the 5 communes of Binh Hung, Phong Phu, Da Phuoc, Hung Long, Qui Duc.
