The Ho Chi Minh City People's Committee has just issued a decision to cancel Decision No. 6164/QD-UBND dated December 19, 2011 and Decision 1395/QD-UBND dated April 10, 2018 of the Chairman of the City People's Committee on approving and adjusting the investment project to build Binh Tien Bridge and Road under the BT (build - transfer) contract.
The Binh Tien Bridge and Road project was approved by the Ho Chi Minh City People's Committee in 2011 with a total initial investment of VND 2,382 billion under the BT contract.
However, due to difficulties in site clearance, budget allocation and land fund arrangement, the plan to start construction in 2011 and complete in 2014 could not be implemented.
By 2018, Ho Chi Minh City adjusted the total investment to VND 2,607 billion and signed an investment agreement with 4 investors under BT contracts.
However, when the Law on Investment under the Public-private partnership (PPP) method was passed by the National Assembly in 2020, the BT contract was eliminated, causing the project to fall into a deadlock.
In September 2022, Ho Chi Minh City officially decided to stop the Binh Tien bridge and road project under a BT contract due to lack of a suitable legal basis.
On April 18, 2025, the Ho Chi Minh City People's Council approved the investment policy for the Binh Tien bridge and road project with a total capital of nearly 6,300 billion VND, using entirely from the State budget. This is considered a turning point to help "rescue" the project that has been suspended for more than a decade.
Ho Chi Minh City People's Committee assigned the Department of Finance to assume the prime responsibility for, and coordinate with relevant units to advise and implement in accordance with the resolution of the People's Council of Ho Chi Minh City; advise and propose the Ho Chi Minh City People's Committee to ensure the completion of the project according to the schedule and plan.
The Ho Chi Minh City Department of Construction will be responsible for reviewing and determining reasonable and legal costs for handling and refunding if any, ensuring the harmony of interests of relevant parties.

According to the new plan, compensation, site clearance and resettlement for the Binh Tien bridge and road project will be carried out from the third quarter of 2025 to the third quarter of 2026.
It is expected that the project will officially start construction in early 2026 and be completed in the third quarter of 2027.
Binh Tien Bridge and Road has a total length of 3.66 km, designed entirely in the form of a overpass (altitude road), with a road surface width of 30 m to 40 m, accommodating 4 to 6 lanes.
The route starts from Binh Tien - Pham Van Chi intersection (District 6), crosses Vo Van Kiet Avenue, Tau Hu Canal, Cay Sung Street (District 8), Doi Canal, Ta Quang Buu Street and ends at Nguyen Van Linh Avenue (Binh Chanh District).

When completed, the Binh Tien bridge and road will create an additional quick connection axis from the center of Ho Chi Minh City to the southern gateway, helping people travel conveniently to National Highway 50, National Highway 1, Ben Luc - Long Thanh Expressway and Ring Road 3.
Thereby, not only reducing traffic pressure for the inner city area, the project also plays an important role in promoting regional connectivity, especially with the Mekong Delta provinces.
