This information is stated in the report of the Ho Chi Minh City People's Committee sent to the Ministry of Construction, to serve the preparation of reports to the National Assembly on the implementation of urban railway projects in the city.
The Metro No. 2 project was first approved by the Ho Chi Minh City People's Committee in October 2010 with a total investment of more than VND 26,116 billion (equivalent to USD 1.374 billion).
The project was then adjusted in November 2019 to VND47,890 billion (about USD2.093 billion), most of which used ODA loans.
According to the Ho Chi Minh City People's Committee, Metro Line 2 has a total length of more than 11 km, of which 9 km is underground, nearly 2 km is elevated, the transition section and the access road to the depot.
The line consists of 10 stations (9 underground stations, 1 elevated station) and 1 Tham Luong depot, passing through the previous 6 districts, including 1, 3, 10, 12, Tan Binh and Tan Phu.
The project has a total land acquisition area of more than 251,000 m2, affecting 585 cases. Up to now, the entire site has been 100% handed over.
The relocation of technical infrastructure (electricity, water supply and drainage, telecommunications, trees, etc.) has been implemented simultaneously since the end of March 2024. The construction volume has reached about 61%, expected to be completed by the end of 2025.
Metro No. 2 has 8 main construction packages. In particular, CP1 package - construction of office buildings and auxiliary works at Tham Luong depot - has been completed and put into use. The remaining seven packages are being updated and their documents are being reviewed before selecting a contractor.
Currently, Ho Chi Minh City is focusing on implementing project adjustment procedures, converting investment form from ODA to public investment, applying a special mechanism, especially according to Resolution 188/2025/QH15 of the National Assembly.
The goal is to start Metro Line 2 project by the end of 2025, construct in the period of 2026 - 2030 and warranty and repair of defects from 2031 - 2032.

The Ho Chi Minh City People's Committee said that it has approved the Urban Railway Company No. 1 (HURC1 Company) to organize the preparation, reception, operation and maintenance of Metro Line No. 2.
In the first phase, the unit will mobilize about 505 personnel, including management department, train control and operation staff, station services; engineers and workers maintaining electromechanical systems, trains, signal information; maintenance of railways, tunnels, stations and depots.
Currently, the Ho Chi Minh City Urban Railway Management Board is coordinating with HURC1 Company to review and complete the operation and maintenance orientation of urban railway line No. 2, and at the same time implement the recommendations of the Project Adjustment Appraisal Council.
The coordination content focuses on items such as applying electronic ticket technology, exploiting land funds around the station, connecting with other public transport systems, etc., to improve the efficiency of exploitation, operation and promote investment efficiency of the project.
During the implementation process, the project has encountered a number of new factors regarding capital sources, scale and implementation mechanisms, so it needs to be adjusted to ensure feasibility, synchronization and maximize investment efficiency in accordance with the current situation.
When completed and put into operation, Metro Line 2 will connect the city center with the Northwest region, contributing to reducing the load on major routes such as Cach Mang Thang Tam, Truong Chinh, Cong Hoa..., while creating momentum for urban development under the TOD model (urban development associated with public transport).
