Proposal for a list of 10 metro and railway lines that Ho Chi Minh City prioritizes investment after the merger

HCMC - The Department of Construction proposed a list and priority for investment in 8 metro lines and 2 railway lines for the 2025 - 2030 term and until 2035.

The Ho Chi Minh City Department of Construction has just sent an urgent report to the Steering Committee for the development of the urban railway system on tasks and solutions for the last three months of 2025.

According to the plans approved by the Prime Minister, the urban railway network (metro) of Ho Chi Minh City (after the merger) has a total length of about 1,012 km.

Of which, Ho Chi Minh City before the merger had 12 routes, about 582 km long; Binh Duong before the merger had 12 routes, about 305 km long; Ba Ria - Vung Tau before the merger had 3 routes, about 125 km long.

According to the Department of Construction, the re-determination of the list of projects stems from the practical development needs of Ho Chi Minh City after the merger with Binh Duong and Ba Ria - Vung Tau.

On that basis, the Department of Construction proposed the following list and order of priority for investment in urban railway lines in the 2025 - 2030 term and until 2035:

1. Metro No. 2: Ben Thanh - Tham Luong, Ben Thanh - Thu Thiem, Tham Luong - Cu Chi, total length of 48 km.

2. Metro No. 1: Binh Duong New City - Suoi Tien - Ho Chi Minh City is 29 km long.

3. Metro No. 2: Thu Dau Mot - Ho Chi Minh City is 21.87 km long.

4. Metro No. 1: Ben Thanh - An Ha ( extended by the Ben Thanh - Suoi Tien route under exploitation) is more than 20 km long.

5. Metro No. 3: Hiep Binh Phuoc - An Ha is 45.8 km long.

6. Metro No. 4: Dong Thanh - Tan Son Nhat Airport - Ben Thanh - Hiep Phuoc is 47.3 km long.

7. Metro No. 6: The belt is 53.8 km long.

8. The Thu Thiem - Long Thanh railway line (in case the Government assigns Ho Chi Minh City as the managing agency) is 42 km long.

9. Metro No. 3: connecting Vung Tau - Ba Ria - Phu My, studying to extend to Long Thanh airport.

10. The railway line connecting the center of Ho Chi Minh City - Can Gio (tionsulated by the investor) is 48.7 km long.

According to the Department of Construction, Ho Chi Minh City aims to start construction of Metro Line 2 (Ben Thanh - Tham Luong section) by the end of 2025.

For the remaining 9 routes, Ho Chi Minh City strives to complete compensation, support and resettlement in 2027, start construction in the 2027 - 2028 period and complete in 2035.

Based on the goal and priority for investment in urban railway lines from now until 2035, the Ho Chi Minh City Department of Construction believes that it is necessary to adjust the project list in the appendix attached to Resolution No. 188/2025/QH15 to enjoy specific mechanisms and policies, especially speeding up the investment process.

Adding routes: Metro Line 1 (Binh Duong New City - Suoi Tien - Ho Chi Minh City); Metro Line 2 (Thu Dau Mot - Ho Chi Minh City); Thu Thiem - Long Thanh railway line.

Adjust the roadmap to the 2036 - 2045 period for 2 routes: Metro No. 5 (Long Truong - Hanoi Highway - Saigon Bridge - Bay Hien - Depot Da Phuoc); Metro No. 7 (Tan Kien - Nguyen Van Linh - Thu Thiem - Thao Dien - Thanh Da - High-Tech Park - Vinhomes Grand Park).

The Ho Chi Minh City Department of Construction proposed that the Steering Committee agree on the policy on the list of priority investment projects for the 2025 - 2030 term, and at the same time assign the Ho Chi Minh City People's Committee to coordinate with the Ministry of Construction to report to the Government on the decision to adjust so that the city can apply specific mechanisms and policies, creating conditions to speed up the progress of metro projects.
