Ho Chi Minh City has 5 more expressways to be completed before 2030

Ho Chi Minh City - 5 expressways Ho Chi Minh City - Moc Bai, Ho Chi Minh City - Chon Thanh, Ben Luc - Long Thanh, Bien Hoa - Vung Tau and Long Thanh - Ho Tram will be completed before 2030.

These are projects identified in the Draft Political Report at the 1st Ho Chi Minh City Party Congress, term 2025 - 2030, playing an important role in completing the transport network connecting the Southeast and Southwest regions.

Ho Chi Minh City - Moc Bai Expressway

The Ho Chi Minh City - Moc Bai (Tay Ninh) Expressway is nearly 51 km long, with a total investment of more than VND 19,600 billion under the BOT (build - operate - transfer) form.

In October 2025, Ho Chi Minh City will start construction of the construction package of component project 2 using state budget capital; the main route is expected to be implemented in March 2026 under the BOT form, with an investment capital of about VND 10,400 billion. The entire route is expected to be completed by the end of 2027.

When put into operation, the Ho Chi Minh City - Moc Bai Expressway will become the shortest route connecting the city with Cambodia through Moc Bai Border Gate, significantly reducing the load on National Highway 22, which is often congested.

The route also opens up new development space for the industrial - urban chain from Moc Bai to Cai Mep - Thi Vai Port, connecting the Xuyen A economic corridor, promoting the development of the key economic region in the South.

Ho Chi Minh City - Chon Thanh Expressway

The Ho Chi Minh City - Chon Thanh Expressway is about 57 km long, a strategic traffic route connecting Ho Chi Minh City with Binh Duong (now under Ho Chi Minh City) and Binh Phuoc (now under Dong Nai).

The section passing through Binh Duong is about 50 km long, with a total capital of VND 17,400 billion, and has started construction in February 2025 and is expected to be completed in 2027. The 7 km section through Binh Phuoc started construction in December 2024, with a total investment of more than 1,470 billion VND, expected to be completed in 2026.

Currently, the journey from Ho Chi Minh City to Chon Thanh must go through National Highway 13 with a distance of more than 120 km. When the expressway is completed, travel time will be significantly shortened, contributing to increasing transportation capacity, promoting trade of goods between industrial parks and large urban areas of the region.

Ben Luc - Long Thanh Expressway

Started in 2014, the Ben Luc - Long Thanh Expressway had a total initial investment of VND31,300 billion, and is now adjusted to more than VND29,500 billion.

The project is about 57.1 km long, passing through Long An (now Tay Ninh), Ho Chi Minh City and Dong Nai, playing a strategic role as a connection between the Southeast and Southwest regions, especially with Long Thanh airport, industrial parks and large seaports.

After many years of interruption, the project has now completed some sections, and the entire route is expected to open to traffic in 2026. When completed, this will be the only expressway running through the region, helping to shorten the journey from the West to Dong Nai, Ba Ria - Vung Tau without having to go through the center of Ho Chi Minh City.

Bien Hoa - Vung Tau Expressway

The Bien Hoa - Vung Tau Expressway is nearly 54 km long, with a scale of 4-6 lanes, a total investment of VND 17,800 billion, and will start construction in 2023. Component project 3 with a length of 19.5 km through Ba Ria - Vung Tau was completed and technically opened to traffic in April 2025.

The two component projects through Dong Nai are currently behind schedule, but the Government requires the entire route to be completed in 2025, in line with the progress of putting Long Thanh airport into operation.

When put into operation, the expressway will create a seamless traffic axis from Bien Hoa to Vung Tau, shortening travel time from Ho Chi Minh City to Vung Tau from 2 hours to about 70 minutes, while significantly reducing the load on National Highway 51.

Long Thanh - Ho Tram Expressway

The Long Thanh - Ho Tram Expressway project is about 42 km long, with a scale of 4 lanes (oriented to expand 6 lanes by 2050), with a total land use area of more than 360 hectares.

The estimated cost of site clearance is more than VND 5,700 billion, while the cost of expressway construction ranges from VND 18,700 to more than VND 20,300 billion.

Currently, Ho Chi Minh City is completing documents to submit to the City People's Council for approval of the investment policy in 2025, expected to start construction in the first quarter of 2026.

When Long Thanh International Airport comes into operation in 2026, people from the Eastern - Southwestern provinces and Long Hai, Phuoc Hai, Ho Tram tourist areas will have to move through many densely populated areas, slow traffic due to high traffic density.

Therefore, the construction of the Long Thanh - Ho Tram expressway is necessary, helping to complete the transportation network and promote the development of tourism and services in the area.
