On October 1, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc and departments and branches visited the Ho Chi Minh City - Moc Bai Expressway project.
The Ho Chi Minh City - Moc Bai Expressway is nearly 51 km long, the section passing through Ho Chi Minh City is about 24.7 km long, passing through 5 communes including Phu Hoa Dong, Nhuan Duc, Thai My, Tan An Hoi and Cu Chi.
To implement the project, Ho Chi Minh City reclaimed about 220 hectares of land, affecting more than 2,100 households. The total estimated cost of compensation, support and resettlement is more than VND 4,333 billion.
Of which, Phu Hoa Dong commune has the most affected households with 1,138 cases; Nhuan Duc has 669 households; Thai My 256 households; Cu Chi town has 77 households and Tan An Hoi has 32 households.
According to the plan of the Ho Chi Minh City People's Committee, the project will approve the compensation, support, resettlement plan and issue a decision to reclaim land, and make payments from April 2025. The handover of the site is expected to be completed in December 2025. However, up to now, the communes have not yet approved the compensation and resettlement plan.
According to the People's Committee of Nhuan Duc commune, the confirmation of the origin of the land is almost complete, with only 12 cases remaining un handled. The commune plans to announce land prices on October 12 for compensation. However, due to the lack of specialized human resources, the locality recommended that Ho Chi Minh City support the secondment of staff to the planning.
In Phu Hoa Dong commune, 1,117/1,138 land origin records have been established. The locality has established a thematic steering committee to speed up progress, and at the same time proposed to increase coordination personnel.
Meanwhile, Cu Chi and Thai My communes have basically completed the compensation plan, the majority of households agree, only a few cases have not agreed on land prices.

It is expected that in the first quarter of 2026, the city will start component project 1 to invest in the construction of the Ho Chi Minh City - Moc Bai expressway under the BOT form with a total amount of more than 10,400 billion VND.
The items of the residential access road and the expressway overpass using state budget capital will start construction from the end of this year.
Vice Chairman of Ho Chi Minh City People's Committee Bui Minh Thanh emphasized that site clearance is the "key" of the project. Localities must closely monitor the progress every week, promptly handle difficulties, including applying administrative measures after mobilizing and propagating.
Mr. Thanh also suggested speeding up the resettlement arrangement. People can draw plots right on the map to feel secure, and the city will consider supporting temporary housing rental during the time waiting for the plot.

Concluding, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc frankly acknowledged that the project progress had been delayed for nearly 3 months. According to Mr. Duoc, the reason is partly due to changes in the apparatus, but it is also necessary to learn from experience because the initiative and flexibility are still limited.
The Chairman of the Ho Chi Minh City People's Committee requested communes to strengthen the steering committee for compensation, site clearance, and selection of prestigious officials who know how to mobilize people. From now until November, the compensation plan must be completed, and by December, strive to reach 100% consensus.
Mr. Nguyen Van Duoc requested that when households have agreed, the government can pay immediately, without having to wait 30 days to post. "When site clearance is available, with plans and estimates and people agreeing, we will work directly with the treasury to pay immediately, not lasting 30-90 days as the process" - Mr. Duoc said.
To remove difficulties, the Chairman of the Ho Chi Minh City People's Committee directed the immediate dispatch of 5 professional staff from the Department of Planning and Architecture to support the communes, and at the same time assigned the Ho Chi Minh City Police to control the area, preventing the situation of "profile brokers, complaint brokers" causing disruption.
