Overcoming difficulties, bringing the project to the finish line at lightning speed
On the morning of December 8, the conference to summarize the investment and construction work of the 500 kV line circuit 3 Quang Trach - Pho Noi was chaired by Prime Minister Pham Minh Chinh.
The conference was held to review and evaluate the entire investment process of the 500kV transmission line project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen), the outstanding results achieved, and valuable lessons learned.
From there, continue to determine directions and specific solutions to better implement investment and construction of other key projects in the coming time, especially projects assigned according to Power Plan VIII.
Reporting on the project implementation, Mr. Dang Hoang An - Chairman of Vietnam Electricity Group (EVN) - said that this is a project with an investment policy that was implemented in a record short time compared to projects of similar scale. The time was shortened from 1.5 to 2 years and implemented in only 5 months.
The project has 226 packages, working almost day and night without days off, selecting contractors in just 60 days when the Government allows parallel implementation of the works.
This is a project spanning across 9 provinces. After only 3 months of construction, the site was handed over for all 1,177 foundation locations. After 6 months, the route corridor was handed over for all 513 anchorage spaces.
Regarding the difficulties, Mr. Nguyen Anh Tuan - General Director of EVN said that the project was implemented with terrain passing through many difficult locations, requiring dozens of kilometers of temporary roads to reach the column foundation location. Difficulty in mobilizing machinery to simultaneously construct the foundation locations within 70 days, resulting in a partial shortage of equipment.
The total weight of steel columns reached 139,000 tons, and had to be completed in a short time, exceeding the normal production capacity of the units. The implementation of the project in adverse weather conditions also required the parties to have timely solutions in management and creative solidarity.
Many unprecedented regulations are processed quickly.
EVN leaders also shared 4 lessons learned when implementing the project. First, the lesson on leadership, management, direction, and command with the mindset of being clear, having high determination, great effort, drastic action, having focus, and finishing each task; the assignment must be clear to the person, the task, the responsibility, the time, the product, and the results, easy to check, urge, and evaluate.
Second, promote the strength of national solidarity, mobilize the entire political system from central to local levels, within and outside the industry, the Army, the Police, the Fatherland Front, mass organizations, businesses and especially the people with the spirit of "unanimity from top to bottom, clear communication across the board", "support from the front and the back, one call, all respond".
Third is the relentless efforts, proactiveness, and bravery of the electricity industry and the close and effective coordination of corporations, State-owned corporations, enterprises at both central and local levels, State-owned enterprises and private enterprises with the spirit of "sharing, understanding, working together, enjoying together, winning together and developing together, having joy, happiness and pride together".
Fourthly, building and launching a vibrant patriotic emulation movement, arousing national pride, promptly encouraging and rewarding, creating an enthusiastic working atmosphere, all for the benefit of the nation and people; the press and media agencies have made efforts and done a good job of propaganda, portraying good people and good deeds at construction sites and projects, mobilizing people, creating consensus and unanimity to implement the project.
Mr. Tran Bao Ha - Vice Chairman of Ha Tinh Provincial People's Committee - said that the power line running through the province is up to 141.52 km with 285 pole foundation locations. Of these, 178 foundation locations run through forest and forestry land, requiring conversion of nearly 40,000 hectares of forest land.
Along with the procedures for converting forest land use, issues not regulated by law such as using temporary construction works on forest land, reforestation, etc. need to be handled.
Therefore, the province has consulted relevant ministries and branches to advise the Government to issue regulations on temporary forest use and other regulations.
