Ho Chi Minh City seeks solutions to streamline apparatus, remove backlog projects

The 34th meeting of the Ho Chi Minh City Party Executive Committee will make important decisions to streamline the apparatus and resolve outstanding issues.

On the morning of December 4, the 11th Ho Chi Minh City Party Committee held its 34th meeting. The conference lasted for one working day. Delegates discussed and gave opinions on the city's socio-economic development, Party building, government building, and mass mobilization work in 2024.

The Ho Chi Minh City Party Committee also heard a report on the results of 4 years of implementing the resolution on investment in construction to complete the Thu Thiem New Urban Area before 2030; the results of 3 years of implementing the resolution on the overall plan for COVID-19 prevention and control and economic recovery.

Speaking at the opening of the conference, Mr. Nguyen Van Nen - Secretary of the Ho Chi Minh City Party Committee - said that the conference also implemented the conclusion of General Secretary To Lam at the national conference summarizing Resolution 18 of the 12th Party Central Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".

"The goal of innovating leadership methods, improving the quality of government management and administration, along with arranging, perfecting, and streamlining the organizational apparatus, and encouraging and protecting cadres who dare to think and dare to do is what we are doing and striving to achieve more substantial results in the coming time," Mr. Nguyen Van Nen emphasized.

The Secretary of the Ho Chi Minh City Party Committee said that despite many economic difficulties, the gross regional domestic product (GRDP) in 2024 is expected to grow by 7.17%. Budget revenue in 2024 is estimated at 502,000 billion VND, up 12% compared to 2023 and accounting for 27% of the total national budget revenue.

"This is an important result, demonstrating the efforts of the entire political system and people of Ho Chi Minh City, contributing greatly to the overall development of the country," Mr. Nguyen Van Nen assessed.

However, Mr. Nguyen Van Nen also frankly acknowledged the remaining limitations and weaknesses. GRDP is expected to reach only 7.17%, lower than the target of 7.5 - 8%.

Although there has been progress in infrastructure and institutions, it has not met expectations, especially in disbursing public investment capital and implementing projects on transportation, flood prevention, renovation of old apartments, social housing and houses along canals.

"We have tried very hard, but problems in implementation have not resulted in the desired results," Mr. Nguyen Van Nen shared and asked delegates to focus on finding solutions to promote.

In 2024, Ho Chi Minh City identified two key tasks: digital transformation and implementing Resolution 98/2023 of the National Assembly.

The Secretary of the Ho Chi Minh City Party Committee said that the city has achieved many positive results, creating practical values ​​for life. At the same time, investment resources in the fields of culture, education and health have also been increased to improve the quality of people's lives.

However, Mr. Nguyen Van Nen also emphasized that it is necessary to continue to improve to put these policies into practice more effectively.

At the conference, the Secretary of the Ho Chi Minh City Party Committee asked delegates to discuss stronger solutions to speed up the investment progress of the Thu Thiem New Urban Area, ensuring proper implementation of the policies and plans set out.
