Streamline the organization, optimize human resources
Ho Chi Minh City has rearranged neighborhoods and hamlets in 21 districts and Thu Duc City, reducing from more than 25,000 organizations at ward and commune levels to more than 4,800 neighborhoods and hamlets, helping to reduce about 20,000 personnel.
From now until 2025, the city will merge 80 wards in 10 districts (3, 4, 5, 6, 8, 10, 11, Binh Thanh, Go Vap, Phu Nhuan) into 38 wards. The current number of employees in the 80 wards is 2,615 people, but after the merger, it will be reduced to 1,627 people. The city has also built a reasonable solution for 988 redundant employees.
Regarding grassroots party organizations, Ho Chi Minh City has rearranged 8 upper-level party organizations directly under the City Party Committee. Of which, 6 party organizations of corporations and companies with less than 500 party members have been transferred to the City Business Bloc Party Committee. Two grassroots party organizations of central ministries and branches have also been merged into the Party Committee of Central Agencies Bloc in Ho Chi Minh City. Thereby, the total number of party organizations directly under the City Party Committee has decreased from 61 to 53.
Modern and efficient civil service
To build an effective and efficient civil service in the 2024-2030 period, the Ho Chi Minh City People's Committee has issued a project with the goal of moving towards a government that serves the people and creates development.
From now until 2025, Ho Chi Minh City will focus on identifying and overcoming limitations in capacity, motivation, and working environment in the civil service. By 2026 - 2030, the city will comprehensively reform the institutions and organization of the urban government apparatus. The team of civil servants and public employees will be built in a professional, responsible and effective direction, meeting the goal of "wanting to do, being able to do, being able to do".
Ho Chi Minh City will step up staff streamlining, apply strict regulations on dismissal, resignation, transfer and replacement of personnel who do not meet requirements. At the same time, the city will study solutions to attract talent and improve the quality of human resources.
Along with human resource reform, Ho Chi Minh City focuses on investing in infrastructure and applying information technology. The city will use an electronic document system, apply digital signatures, and complete the digital-based Execution Management System to serve real-time socio-economic management.
Sectoral and industry information systems will be integrated to provide and exploit data. The city will also develop digital communication channels between the government and people and businesses such as the mobile application "HCMC Digital Citizen" and upgrade the Electronic Information Portal into a unified and convenient channel.
At the same time, Ho Chi Minh City promotes the development of digital government and digital society, deploys virtual assistant platforms and promotes the provision of online public services. These solutions not only reduce travel time and costs but also bring practical benefits to people and businesses.
